.. also it is a good business here, such videos get sold on the specialty markets for a lot of money. I think Japan will incriminate any kinds of non-intentional pornografic (not necessarily in the nude) material in the near future. This will make selling and buying such videos illegal.

Why do men get so turned on by this action? I've never heard about this kind of fixation in the west.

You can find voyeurs anywhere, still.. for example in most of Europe mixed nudity is relatively normal and people don't necessarily see it as sexual. Many descriptions of Japan seeing nudity as "normal" are from an American (extremely puritan) point of view. Coming from Europe Japan seems rather the opposite - no nude or topless beaches, almost no mixed onsen, etc. , causing such fetishes to surface much easier.

Having lived in Tokyo, I witnessed first hand the unusually high amount of sexual deviancy and fetishism in Japanese(mostly, but not exclusively) culture. Since I have a background in mental health counseling and even counseled sexual predators in the US, I have contemplated why this may be occurring at what seem higher rates than otherwise similar cohorts. First, I will say my observations are anecdotal, as I haven't seen any data to see if the incidence is higher in Japan. My dime store analysis tends to lean toward how Japanese culture forces Japanese men to avoid emoting. Constantly suppressing emotion over long periods of time is known to manifest itself with anti-social behaviors. On the bright side, I might add, in more violent countries like the US, we might be talking about sexual assault/rape or gun violence as the deviancy, so if you are looking for a bright side, clearly this abhorrent behavior, but it could be worse.

Does anybody have insight into why Japanese men love to try and film up a woman's skirt or dress?

I imagine most aren't doing it for their own enjoyment, but simply as a business. There is money to be made posting that stuff on the web.

Of course, that means that there are plenty of men willing to pay to see such videos.

We hope to bring our daughter to stay in Japan but will not until more is done.

She won't be coming here then. I hope you can get back home be with her before too long.

The Japanese police force, for its size, is incredibly well disciplined if you want to compare police ineptitude/ criminality towards women in other countries but it’s kind of pointless and off topic.

Just saying but drink driving in Japan is subject to huge fines that are used as a deterrent. It may just be urban legend, but anyone who jumps in front of a train to commit suicide supposedly sets up their family for being heavily sued, the equivalent of a big fine. If fines are seen as deterrents in this way, why shouldn't non-consensual upskirting also be subject to large fines, say 800,000 to one million yen, on top of whatever other punishments there are. I bet it would deter some people.

What is it with police and firemen in Japan. They seem to be responsible for the majority of these crimes.

From reading J-T one would start to think that filming up ladies skirts and stealing ladies underwear are the national passtimes of Japanese males. I know it is not true but it seems to be, as an astute J-T reader observed a couple of weeks ago, the background hum of life in Japan.

Just wondering if the victim has the right (under the law) to sue the police force for assault...

I keep saying, the type of people (and mostly young men) who join the police are either ideologically worrying (bigoted, racist, ultranationalist), or aimless with no higher aspirations.

Nippori Nick - MarkXT--it exists in the west. Just google arrested upskirt filming and you will find many examples. Canada, USA, Australia, Spain etc.

Which is totally irrelevant to this article. There was a bus driver arrested in Sydney a few years ago for installing cameras in the floor of his bus. His name was Takuya Koaze. He was Japanese.
