Police officer arrested for stealing underwear from girl’s home

Chiba Prefectural Police have arrested a 23-year-old police officer on suspicion of stealing underwear from a teenage girl’s apartment in Narashino City in February.

Police said Kodai Ishikawa, who works in the Community Affairs Division at Kashiwa police station, is accused of stealing a pair of panties which were hanging out to dry on the balcony of a first-floor apartment, at around 11:40 p.m. on February 19.

Police said Ishikawa, who was off duty at the time, has admitted to the allegation and quoted him as saying, "I am truly sorry.”

The incident came to light after Ishikawa was suspected of being involved in a voyeurism case in June. 

Police Chief Kiyohisa Takahara issued a statement saying, "I apologize to those involved. We will provide thorough guidance and education to our personnel to prevent a recurrence.”

Google “Peeping Tom to serial rapist” and see how many stories come up. Sure, underwear theft is not the same as voyeurism but they fall under the same category of sexual deviance and neither are humorous to the victims nor should they be humorous to others. They are both extremely unsettling to the victims and often indicative of more serious crimes to come. That you can’t see the danger in these types of crimes and somehow chalk them up to how safe Japan is, is shocking and worrying, especially in light of this having being committed by a police officer. Try taking off your rose colored glasses for a change. Admitting a problem in Japan doesn’t make you any less loyal to or loving of the country. I dare say that those who refuse to admit a problem, as all countries have, isn’t secure at all in their views and gets in the way of real progress.

According to Roger Waters, "Arnold Layne" was actually based on a real person: "Both my mother and Syd's mother had students as lodgers because there was a girls' college up the road so there were constantly great lines of bras and knickers on our washing lines and 'Arnold' or whoever he was, had bits off our washing lines."

Some details are missing from the article, like what colour were panties, hi leg, bikini style, thong, frilly, or plain cotton, how many more did the officer have in his possession? Was this his first offence? Did someone see him take them, CCTV footage?
