Osaka Prefectural Police have arrested a 28-year-old police sergeant on suspicion of property damage after he threw a bicycle at a passing taxi, damaging its bumper and side mirror.
According to police, Yoshiro Kusakabe, who is assigned to Toyonaka Police Station, has admitted to the allegation, NHK reported. He was drunk at the time and was riding someone else's bike, police said.
Kusakabe is accused of throwing the bicycle at the taxi on a street in Kita Ward at around 3:30 a.m. on Sunday. When the taxi driver got out of the car, Kusakabe fled, but the driver chased after him and apprehended him.
Police said Kusakabe had been on his way home from a drinking party with an acquaintance on Saturday night.
Osaka Prefectural Police spokesperson Hironori Tsugawa said: "This is an absolutely unacceptable act for a police officer and is truly regrettable. We will take strict action based on the results of future investigations."

*He was drunk at the time and was riding someone else's bike, police said.*
Makes one wonder if it was stolen. Drunken idiots who throw bikes at taxis are just the type to grab an unlocked bike off the street to ride home.
When the taxi driver got out of the car, Kusakabe fled, but the driver chased after him and apprehended him.
Apprehended by a taxi driver! Dude must've missed self-defense day at the police academy.

What the report neglects is the guy's stated reason for doing so. What did the taxi driver do to enrage the cop on a bike?

That does not matter, nothing can excuses this.
Coulda been
Police officer apprenhended by victim of crime - makes a refreshing change.
Obviously had a stressful day at the office, (the local precinct Izakaya) and needed to brush up on his javelin (bike) throwing, assault and sprinting skills.
Failed to achieve a pass mark in any of the disciplines.

I think the article is misleading. He threw the bike, and it HIT a passing taxi. Reporters have a habit of insinuating something but with just enough room for assumptions to be make. He threw it at a “passing”taxi. Which for me means he was throwing bike, and a taxi happens to be passing. It could have been a bus, a truck or a car. But intent is not mentioned here at all. He’s human, he’s a cop, I’ll give him his his warning, he probably had no ill intent. Pay for the damage. Not sure it’s worth his badge and the ruining of a career.

Why wasn't he charged with attempted murder like everyone else?

Even if the cab driver did commit an offense, there are ways to arrest someone and ways you don't.
You just answered your question. The cop was completely hammered. Then he fled. Fraidy cop!
During the 90s in America there was a car bumper sticker trend that said 'Bad Cop. No Donut.'. That sure fits this scenario.
But with a twist, a DUI policeman. Totally pathetic, man.

The 28-y-o cop couldn't outrun a taxi driver? Anyway, another police story for the collection.

In most cases, thugs and aggressors get raged and crazy when drunk, and that is a fact, look it up.
