Police officer arrested for allegedly having sex with minor, filming it in Gifu hotel

Gifu Prefectural Police have arrested a 25-year-old police officer on suspicion of having sex with a 16-year-old girl and filming the act in a hotel last year.

Police said Haruki Takeyama, a police officer at Kakamigahara Police Station, is accused of having sexual intercourse with the girl at a hotel in Ginan Town, Gifu Prefecture, on July 17 last year and filming the act on his smartphone, Sankei Shimbun reported.

Takeyama was a student at the police academy at the time. In September this year, another person consulted the police about the incident with the girl, and the police began their investigation. The suspect's smartphone, which was seized, contained multiple sexual videos with the girl.

Police said the two had not met until the day of the incident.

Chief Inspector Tatsumi Goto commented, "This is an outrageous act that a police officer should never be involved in, and is extremely regrettable. We will take strict action based on the results of the investigation.”

Really weird film collector.

As the police told me some time ago, you need to choose a better place to do it.

No, just your standard enthusiastic adult site content provider.

The Japanese police are not exactly known for analytical reasoning, but this takes the biscuit. Filming the performance and keeping the video on his cell phone! What a total bonehead!

true.

Anyone surprised by this? I'm not. Hope the perp gets a nice long prison sentence.

But she told me she was 18 ! or I don't remember this at all.

-1 ( +12 / -13 )

I guess even though the age of consent is now 16, it doesn’t apply in this case?

10 ( +14 / -4 )

But she told me she was 18 ! or I don't remember this at all.

The only video you NEED to take is the one where they say they are over 18. Everything else is just fun videography between consenting adults.

"Everything else is just fun videography between consenting adults."

There are no 'consenting adults' contained in this story...

If you think that is enough to prove actual consent you are just going to make your lawyers life complicated.

This article does not make clear what was the age of the girl at the time of the act last year. In 2023 Japan changed their legal age of consent to 16. If she was 16 at the time, is was no longer a minor in this regard. And it certainly was consensual.

The article also fails to make clear what exact charges are involved. Is it the filiming? And was that known to both parties? Or is this a violation of Police internal regulations?

In September this year, another person consulted the police about the incident with the girl

So he's been showing it around?

If you think that is enough to prove actual consent you are just going to make your lawyers life complicated.

If you think this is an easy case to prosecute, I guess you are wrong.

This incident happend last year in July 2023. He was not a police officer yet at that time, but a student at the police academy.

In general a sexual relationship between a 16 y/o girl and a 25 y/o man is not illegal in Japan (and not illegal in many other countries too). Obviously the girl never accused him of any wrongdoing. The report also mentioned they found multiple sexual videos with the girl in his smartphone.

Age of consent is 16 in Japan. No way to accuse him of statutory rape. To agree to take pictures and keep them only for themselves without intention to forward them to anybody is not illegal either.

A 16 y/o girl can give consent for a sexual relationship however without the intent of prostitution, which means to sell this adult movie against money or upload it to adult websites etc. is legally possible only if both are 18+.

It is nowhere mentioned that she was paid by him. In case she was paid for her service, she can also be prosecuted, as the age of consent for prostitution is 18 and not 16.

IF no money transaction between them can be proven, I guess not much can happen to her and him. They can dismiss him as a police officer, but not much more than that. About her, just nothing.

Seems like sour grapes from someone who has a beef with him, not from the girl herself. And he was not in the police at that time. The headline is misleading.

If you think this is an easy case to prosecute, I guess you are wrong.

No reason why not a 25yo having sex with a 16yo and filming it is as clear as possible, forbidden by law.

And since not being a police officer does nothing to make the girl older than 18 then it is irrelevant.

To agree to take pictures and keep them only for themselves without intention to forward them to anybody is not illegal either.

It is illegal, under the law anyone under 18 is a child, and it is forbidden by law to produce or possess pornographic materials that feature a child. There is absolutely no requirement to forward it to anybody else for this to become a crime. Being paid is also completely irrelevant, so it does not become an excuse in any case. The moment the accused had possession of pornographic materials of a 16yo prosecution is easy.

Seems like sour grapes from someone who has a beef with him, not from the girl herself.

Which has no importance at all, he committed a crime, so he shall be punished for it, the headline is accurate, he is (was) a police officer at the time of the arrest.

He was a police officer when arrested

A sexual relationship between a 25 y/o man and a 16 y/o girl is NOT forbidden by law (except if it is considered as prostitution, which requires both to be 18+ with money transferred between them)

About filming and keep these movies for themselves, if illegal is the question, it means that not only the man, but also the girl should be prosecuted, as she consented to it.

A 16 y/o girl, even taking such pictures or movies alone, without anybody else being present, could be prosecuted for producing child pornography. Therefore either prosecute both of them, or none of them.

She was not secretly recorded against her own will, she consented to it, as the article says multiple sexual videos have been found in his smartphone.

Don't film sex with minors!!

Sounds like a good advice. Stay away from minors, it is not worth the trouble. Make sure the girl is 18+ or even better 20+ and not drunk or full with drugs, so she or others cannot easily accuse you later for something regarding the complicated legal situation about consent.

Times have changed. When I was in high school no one batted an eye when military dudes, whose ages ranged from mid to late 20s, on the bases around my neighborhood would routinely date freshmen and sophomore girls, 14-16 year olds. Us fellow students of theirs didn't have a chance of dating these girls because we couldn't compete with the "older men with sports cars" mystique.

-3 ( +3 / -6 )

I don’t understand the use of "allegedly" here. It was filmed, which is evidence. He did it.

-3 ( +2 / -5 )

That's a tight ship they are running there at the police academy.

What are the requirements to becoming an officer? You must be able to breathe?

Chief Inspector Tatsumi Goto commented, "This is an outrageous act that a police officer should never be involved in, and is extremely regrettable. We will take strict action based on the results of the investigation.”

Is this guy kidding? How many of these stories do we read on a weekly basis?

Nothing will happen to said pervert. He will just get a stern warning, and then carry on as usual.

If this was in almost all European countries no laws would have been broken. No saying this is good or bad but just stating a fact for all those up in arms from European countries.

-1 ( +5 / -6 )

This is not good!

-1( +0 / -1 )

Wow! I got a down vote! Surely this can't be a good thing!

-5 ( +1 / -6 )

About filming and keep these movies for themselves, if illegal is the question, it means that not only the man, but also the girl should be prosecuted, as she consented to it.

Filming is included in the comment precisely for this reason, she did nothing of the sort so what are they going to prosecute her for? not filming anything? Which of course makes no difference in the cut clear crime from him, it is forbidden by law to produced and possessing it so he is clearly in the wrong.

A 16 y/o girl, even taking such pictures or movies alone, without anybody else being present, could be prosecuted for producing child pornography.

Nothing in the article says she did anything of the sort, at that or any other time, THAT would be what is actually difficult to prosecute seeing that she didn't even possess any pornographic material.

Absolutely nothing in your comment is an argument that would make it complicated in any way to prosecute the criminal, trying to blame the girl does absolutely nothing to prove this point.

Yes, correct, the headline is misleading. He was NOT a police officer at that time.

You are the one in the wrong, the article headline is "police officer arrested over..." he was a police officer when arrested, there is nothing misleading about that.

This waste of space clearly missed a few classes when he was in the police academy, especially when it came to evidence. Filming his crime? Not the smartest tool in the box. Fire him and toss his pathetic hide in jail.

Anyway 16 is the minimum age of consensual sex in Japan..

No drama here..

Anyway 16 is the minimum age of consensual sex in Japan..

No it is not, specially for producing and keeping pornographic material. This is still clearly and unequivocally a crime.

-3 ( +1 / -4 )

We all know before making love men need : drug analysis, chemical analysis, formal ID, filmed or written consent preferably validated by a lawyer.

This will help the economy but not sure about demography.

Otherwise, it is just prostitution done by a girl who has been for a long time aware of what she is doing. Where are the parents ?

That police officer is not fit to get that job but know there are so few young Japanese by now that they hire anybody.

Note too that compulsory school in Japan ends at 16, like in many countries.

It is 16 if not related to prostitution. Therefore this girl should also be investigted how she met this man.

If she received money for her services, it is prostitution, requires 18 as minimum age and she should be charged. A 16 y/o girl is mature enough to know the difference between right and wrong.

Something strange that a girl meets a man face to face the first time and agrees to go with him to a hotel and to produce some sex-movies.

I really wonder if this girl is doing this the first time or if this man is only one of her customers.

0 ( +2 / -2 )

Investigate something that is not illegal? and how this in any case makes it more difficult to prosecute the criminal for doing something 100% illegal? both things are completely unrelated.

Something strange that a girl meets a man face to face the first time and agrees to go with him to a hotel and to produce some sex-movies.

Whatever you feel about it, it is still completely unrelated to how this is a straightforward case and the police officer can easily be prosecuted for clearly breaking the law.

-2 ( +1 / -3 )

To the people here who keep saying “age of consent is 16” blah blah blah:

This is not correct - there are national laws and regional laws, so effectively the age of consent differs from prefecture to prefecture. Many prefectures have stricter laws than the national baseline. I believe Tokyo, for example, is 18. I don’t know what the situation is in Gifu but it is quite possible that a law has been broken, and the police evidently believe so.

3 ( +3 / -0 )

Don't film sex with minors!!

And don’t have sex with minors!!

Good grief — 16 is a freshman in high school and if this happened last year, she was 15…

Regardless if it’s パパ活 or she “consented,” it’s wrong and illegal, hence his being arrested.
