Simply unbelievable that the police in this country are incapable of filtering out mental problems among their own recruits. Is it any wonder how utterly useless they usually are in policing?

I would like to see an additional crime go on the lawbooks though called, "betraying the public trust". Anyone occupying a public position would automatically be charged with this, and the effect would be a doubling of sentence. Thus a police officer who assaulted someone and was found guilty would get, for example, 3 years, and a further 3 years for betraying the public trust. A teacher who molested a student would get the standard Japanese 2 days in prison, and a further 2 days for betraying the public trust, etc.

My view is that those in government positions have authority over others, etc, but at present their is an inbalance as an abuse of this authority (and the subsequent damage to the image of the profession) is not adequately punished. This law would remedy that situation.

Maybe the girl was a ticket-taker for the JR; somebody's got to tally things up after the last train is finished. Maybe she works at a restaurant that's open late; food needs to get served and tables need to get cleaned. Maybe (most likely) she works the night shift, which typically pays a 25% premium, at one of the ubiquitous convenience stores that modern Japanese have come to rely on.

Any case, one item not very clear is if he was on duty or just out at night walking around looking for trouble. They say the girl was pushed as she rode past, though it is not clear if they meant her riding past the police station or riding past him as he stalked the streets.

JT only reports 1 indiscretion a week about the police, there are many more and way more serious then this, there is a problem with recruitment and standards. Overwork, mind numbing boredom, lack of training, investigation practices that fly in the face of logic, maintaining the wa at the cost of mental health. This story again confirms a problem that is being ignored. Other police forces have problems but act on these and investigate and change to reduce the chance of this reoccurring.

True; but the incidence of J-cop perpetrated crime appears to be much higher here, as we seem to get one of these kinds of reports, on average, every week or two.

There isn't a steady stream of NYC cop/mafia hitmen, however, there does seem to be a steady stream of J-cops whose conduct makes their position untenable.

This story gives new meaning to the phrase "cop a feel." In situations like these, it is a shame there is not more litigation here. Talk about municipal liability! This just screams "huge settlement," but alas this poor girl will likely receive little more than an apology.

sixaces: he is a man with a badge and uniform. he is a person who is supposed to uphold the law and the integrity of the force and people trust them for taking care of safety of people. and am sure, irregardless of what people said about the force, he wasn't just picked up at random, given the uniform and whatever weapon deem suitable and let lose in the street. the force must have invested in training them not just using those weapons, but also the law that they have and must upheld and enforce.

Who is to say the cop is a mental case? Probably he is just a pervert. You don`t have to be mentally ill to be a jerk or pervert. I had a student once who was applying to be a cop and the screening tests he had to go through were pretty impressive. It was obvious that not just anyone off the street could qualify to be a cop in Japan. So I think some screening or background check for mental illness must take place.

Also in most 1st world countries there is a professional pride, Osaka last week the No 1 Drink Driving Cop was busted using his own breath to arrest people for drink driving...for years he was waisted at work doing this getting medals...no one said a thing! Seems my previous response to this was not much appreciated. After rereading it, I realize I was not very clear.

I meant to say that if these things are not reported about the cops in other countries it might be because the abuses by those cops often have much more terrifying consequences and that incidences such as the above pale in comparison.

Japanese cops are not perfect, but I very glad that they are not like the American ones.

Having said that I hope this guy will not be permitted to return to the force, or to ever work at a school. And Kudos to the Gunma police for not standing up for this creep.
