Police officer pushes student off bike; lifts up her skirt

Police in Gunma said Monday that a police officer has been arrested for allegedly sexually assaulting a university student.

According to investigators, the officer, who has been named as 24-year-old Hideki Tsukui, was stationed at Takasaki police station in Gunma Prefecture. On Sunday morning at about 3 a.m., Tsukui allegedly pushed the 21-year-old woman off her bicycle as she rode past and attempted to lift up her skirt, Fuji TV reported. The woman sustained minor injuries to her legs in the attack, police said.

During questioning, Tsukui was quoted as saying he wanted to touch a young woman's body, Fuji reported.

A similar crime took place around an hour and 40 minutes later, roughly 400 meters away, in which a 19-year-old girl was pushed off her bike, police said. Tsukui is being questioned about his involvement in the second incident.

Simply unbelievable that the police in this country are incapable of filtering out mental problems among their own recruits. Is it any wonder how utterly useless they usually are in policing?

Good job to the Gumna police for arresting this individual and filing charges.

I would like to see an additional crime go on the lawbooks though called, "betraying the public trust". Anyone occupying a public position would automatically be charged with this, and the effect would be a doubling of sentence. Thus a police officer who assaulted someone and was found guilty would get, for example, 3 years, and a further 3 years for betraying the public trust. A teacher who molested a student would get the standard Japanese 2 days in prison, and a further 2 days for betraying the public trust, etc.

My view is that those in government positions have authority over others, etc, but at present their is an inbalance as an abuse of this authority (and the subsequent damage to the image of the profession) is not adequately punished. This law would remedy that situation.

What's up with all those "what were they doing at 3.00am" comments?! Whatever they wanted. None of your freekin business! Any woman on the street at that time is suspicious and should be attacked and have their skirt lifted? Why don't you use the other head to think for a change. The sexually starved cop apparently didn't. I hope he gets interogated by female cops and gets his tama lifted up.

two (school) girls riding bicylce around 3.00am ~ 3:40am? Doesn't mean cop is innocent.

Do you know what assume means? 19 and 21 is hardly "school" girls and the 21 yr old is of legal age to be out and about when ever she chooses. I would wager a guess that they were something other than school girls.

Either way this cop is an idiot, he wanted to "touch a young woman;s body"? Dude go to the nearest soapland. Oh wait he said young.

4 ( +5 / -1 )

Tsukui was quoted as saying he wanted to touch a young woman’s body, Fuji reported.

As many businesses that cater to just these types of need in Japan that are for "Japanese only" this guy has no excuse for doing this. This guy is a "Capital Loser."

4 ( +5 / -1 )

student and school girl are two totally different animals.

3 ( +5 / -2 )

Ah, the J-police at their finest!

3 ( +6 / -3 )

You have thousands of police officers. The actions of some should not reflect the organization as a whole. In every organization you have bad apples. In NYC for example, you had cops who worked as hitmen for the Mafia, this should not be reflective on all NYPD officers.

Cretin

3 ( +4 / -1 )

ah yes, the "long arm of the law" hard at work.

3 ( +5 / -2 )

I always wondered what went on in the back of your average Koban.....

3 ( +3 / -0 )

What's up with all those "what were they doing at 3.00am" comments?!

I agree entirely, Pidestroika. Do people forget how many late-night jobs there are that

Maybe the girl was a ticket-taker for the JR; somebody's got to tally things up after the last train is finished. Maybe she works at a restaurant that's open late; food needs to get served and tables need to get cleaned. Maybe (most likely) she works the night shift, which typically pays a 25% premium, at one of the ubiquitous convenience stores that modern Japanese have come to rely on.

I'm more concerned with the fact that he knocked her off her bicycle in his attempt to feel her up. Being knocked off a moving bicycle can cause serious injuries. Shame on this perverted and dangerous policeman who has betrayed the public trust indeed.

3 ( +4 / -1 )

Pushing them off the bike was a bit much buddy.

2 ( +5 / -3 )

two (school) girls riding bicylce around 3.00am ~ 3:40am?

So what if it was 3-4am. Shouldn't matter if it happened at the crack of dawn or sunset.

Any case, one item not very clear is if he was on duty or just out at night walking around looking for trouble. They say the girl was pushed as she rode past, though it is not clear if they meant her riding past the police station or riding past him as he stalked the streets.

2 ( +4 / -2 )

what a sick b&$tard!!! on the news they mentioned one was a univerity student and she was probably coming home from a part-time job.

2 ( +3 / -1 )

The lack of impulse control with some people is truly amazing.

2 ( +2 / -0 )

Pushing anyone off their bike is dangerous and if they fell wrong, they could break their neck and die. So not just sexual assault, but this plus assault & battery.

Simply unbelievable that the police in this country are incapable of filtering out mental problems among their own recruits.

They do filter them... the applicants with mental issues get the job!!

Were the ages added to this article after this comment, or did the commenter just not read the article past the first sentence?

Why shouldn't a 21-year-old or 19-year-old be riding her bicycle at 3.00am, if that's what she wanted to do?

2 ( +3 / -1 )

Simply unbelievable that the police in this country are incapable of filtering out mental problems among their own recruits

I think the same thing could be said about the US military and the guy who shot up all those Afghanis

2 ( +3 / -1 )

JT only reports 1 indiscretion a week about the police, there are many more and way more serious then this, there is a problem with recruitment and standards. Overwork, mind numbing boredom, lack of training, investigation practices that fly in the face of logic, maintaining the wa at the cost of mental health. This story again confirms a problem that is being ignored. Other police forces have problems but act on these and investigate and change to reduce the chance of this reoccurring.

2 ( +3 / -1 )

Oh man! It seems that some Japanese males have a huge problem in approaching to females. This is the result of growing up in a society where "Woman doing her make up in the train is something BAD, Men checking out some erotic photos inside the trains is just normal "

2 ( +3 / -1 )

This week's 'crazy cop' story is a beauty! This moron is nuts!

Last week it was the morons that ignored a stalking report to go on a trip to Hokkaido resulting in the murder of two women. The week before it was a 19 year old cop shooting himself in the head.

What can we expect next week? Haven't had a panty stealing cop for a while. Or, maybe, it will be something completely new? Or, it could even be a combination. A panty stealing cop pushes a girl of her bike to feel her body then takes a trip to Hokkaido and shoots himself in the head.

1 ( +1 / -0 )

You have thousands of police officers. The actions of some should not reflect the organization as a whole. In every organization you have bad apples. In NYC for example, you had cops who worked as hitmen for the Mafia, this should not be reflective on all NYPD officers.

True; but the incidence of J-cop perpetrated crime appears to be much higher here, as we seem to get one of these kinds of reports, on average, every week or two.

There isn't a steady stream of NYC cop/mafia hitmen, however, there does seem to be a steady stream of J-cops whose conduct makes their position untenable.

1 ( +3 / -2 )

This story gives new meaning to the phrase "cop a feel." In situations like these, it is a shame there is not more litigation here. Talk about municipal liability! This just screams "huge settlement," but alas this poor girl will likely receive little more than an apology.

1 ( +1 / -0 )

Japanese cops... wow

1 ( +3 / -2 )

From the headline I first thought off duty and alcohol. Could he have been drunk on duty?

1 ( +1 / -0 )

Another day, another crazy police story. Welcome to Japan! I keep asking myself where the police academy recruits these people?

"Another day, another crazy police story. Welcome to Japan! I keep asking myself where the police academy recruits these people?"

Japan.

1 ( +1 / -0 )

Every day I don't hear news about cops from other countries pushing girls over and lifting their skirts

Every day I don't hear news about cops in Japan doing this either. In fact, this the first time ever.

Is it an epidemic already?

1 ( +3 / -2 )

Off topic? Or too close to the truth? Do you have reporters? Are you a news outlet or just a outlet for press releases? The discussion board are bound by what rules? Only those you like? Really guys, come on! Censoring information that you have not posted is off topic? please post all users your full policy. It's confusing, news is not solid it evolves. The world is more than JT

sixaces: he is a man with a badge and uniform. he is a person who is supposed to uphold the law and the integrity of the force and people trust them for taking care of safety of people. and am sure, irregardless of what people said about the force, he wasn't just picked up at random, given the uniform and whatever weapon deem suitable and let lose in the street. the force must have invested in training them not just using those weapons, but also the law that they have and must upheld and enforce.

1 ( +1 / -0 )

Maybe this was a panty sharking cop. It is getting close to that time of the year.

0 ( +1 / -1 )

And they wonder why no one respects them! Disgusting! And what's more disgusting is that they're just gonna get a slap on the wrist!

0 ( +1 / -1 )

During questioning, Tsukui was quoted as saying he wanted to touch a young woman’s body, Fuji reported.

There isn't much good you can say about this guy but at least he owned up to it. In the US the guy would automatically deny everything, have the police union vouch for his fine moral standing, and hire a lawyer to sure the little girls for slander. Never-the-less, the girls will likely have a hard time trusting a policeman again.

0 ( +2 / -2 )

A proactive cop really?

What with the skirts shortness nowadays and riding bikes, don't they realize there's no need to do any lifting on their part? Just take out the phone camera!

0 ( +0 / -0 )

perhaps the NPA should screen their recruits better.

0 ( +0 / -0 )

Was this guy drunk, stoned, bored or horny?

0 ( +0 / -0 )

Keep telling yourself that.

I do, Seavey. Every day I don't hear news about cops from other countries pushing girls over and lifting their skirts (or even having the bizarre impulse to do so) I say; "only in Japan". And u know what? It is.

I am amazed at this new form of Japanese courtship ritual!

Amen to that. I want to jail CEOs too more than private individuals when they cheat their taxes. Death penalty anyone?

"Simply unbelievable that the police in this country are incapable of filtering out mental problems among their own recruits. "

Who is to say the cop is a mental case? Probably he is just a pervert. You don`t have to be mentally ill to be a jerk or pervert. I had a student once who was applying to be a cop and the screening tests he had to go through were pretty impressive. It was obvious that not just anyone off the street could qualify to be a cop in Japan. So I think some screening or background check for mental illness must take place.

Were the ages added to this article after this comment, or did the commenter just not read the article past the first sentence?

No the ages were included from the beginning. Now whether they read the article is another story. Either that or they are an elderly person with a Lolita complex and anyone still a student is a "school-girl"

The product of too much pornography in Japan produces this kind of hentais and Sukibes. haha! Being in the police force, is it mandatory in Japan to give psychological examinations to applicants regularly?

It does happen in other countries...but the response is quicker and harsher too. Also in most 1st world countries there is a professional pride, Osaka last week the No 1 Drink Driving Cop was busted using his own breath to arrest people for drink driving...for years he was waisted at work doing this getting medals...no one said a thing! No press release so not on JT.

If it were my daughter! The perv best hide somewhere! A line would be drawn! The gropers would have a bigger problem to content with! Promise! You should be able to ride a bike at any hour you choose! Is Japan really that bad that people can't go when and where they please? Does everyone need to carry a stun gun? Are women in Japan not treated as equals? @ It" ME... In some countries women are considered second class citizens and some cultures think women are expendable! So sad the they aren't respected! I wouldn't be here had it not been for a woman! Respect!

0 ( +0 / -0 )

The woman sustained minor injuries to her legs in the attack, police said.

Because the legs were injured, the charges should be sexual assualt AND BATTERY.

Oh man! It seems that some Japanese males have a huge problem in approaching to females. This is the result of growing up in a society where "Woman doing her make up in the train is something BAD, Men checking out some erotic photos inside the trains is just normal "

On the surface, I agree with you, but if this really WERE the source of the problem, Japan wouldn't be having such a problem with an aging population. Where are all the babies being made by these over-sexed males?

0 ( +0 / -0 )

pervert with a badge

sixaces: "...or murdered which is what usually accompanies this kind of attack in western news."

Which you don't hear about daily, unlike news like this from the J-cops. Oh, and just so you know there are also plenty of instances in which the officer rapes a woman, or at least pays kids for sex. Do a quick search, but here's a start:

poor thing is crossing over true nonsense he has been watching in cheesy Japanese porn into real life. Is he that deluded?

0 ( +0 / -0 )

sixaces: What are you on about? You seriously don't see what's shocking about someone who's been entrusted with ensuring public safety engaging in such foul behavior? He gets paid to help keep Japan safe! If that doesn't shock you, it ought to at least piss you off to no end. As for this kind of news supposedly ending in rape or murder in a western country, what does that even mean? Can you please provide some links about police officers in western countries attacking women on their bikes and attempting to sexually assault them?

0 ( +1 / -1 )

Every day I don't hear news about cops from other countries pushing girls over and lifting their skirts (or even having the bizarre impulse to do so) I say; "only in Japan". And u know what? It is.

Seems my previous response to this was not much appreciated. After rereading it, I realize I was not very clear.

I meant to say that if these things are not reported about the cops in other countries it might be because the abuses by those cops often have much more terrifying consequences and that incidences such as the above pale in comparison.

Japanese cops are not perfect, but I very glad that they are not like the American ones.

Having said that I hope this guy will not be permitted to return to the force, or to ever work at a school. And Kudos to the Gunma police for not standing up for this creep.

0 ( +1 / -1 )

Readers, please stay on topic. References to police in other countries are, of course, irrelevant to this discussion.

0 ( +0 / -0 )

It would be realy disturbing if he was involved in both cases. It can't be just an impulse, he had 1 hour 40 minutes to think about the first assault, seems he had no remorse during that time.

0 ( +0 / -0 )

just go to an opai pub. you make enough money. what a jerk!

0 ( +0 / -0 )

Bleeding coward, pushing an innocent off a bike with a gun strapped to his hip I bet . Most likely he was talking to himself in front of the mirror before he went out on patrol or the prowl

0 ( +0 / -0 )

It gives an entirely new meaning to the phrase "hard" at work...

-1 ( +1 / -2 )

Show me a guy who pushes a girl off a bike and lifts her skirt, and I'll show you someone I could have identified as being a nutter if given a few hours for casual conversation. Why couldn't a training academy who I assume was given months to assess this creep? (better yet, why do I even allow myself to be amazed anymore?..)

-1 ( +2 / -3 )

Collective blame toward Japan's whole police force is as knee-jerk and dumb as any other time collective blame rears its ugly head.

No police force is free of bad apples. But what do the bad apples of Japan's police do mostly? Petty sex crime. As far as negatives go, that one is tiny. I would not trade that negative for any other, and like it or not, you WILL have some sort of negative. There is no such thing as a perfect world.

-1 ( +3 / -4 )

Seavey, Wolfpack - The point is this kind of stuff doesn't happen anywhere else. Crooked cops can be found anyywhere, yes. But where else do you get the sheer amount of bizarre, random silliness and ineptitude that Jcops give us? Only in Japan, I say.

-1 ( +3 / -4 )

This is the perfect story for JT people. Why is this story is crime? It should be the "Headline News" for today. If only 1 news scoop like this everyday eh JT :)

-1 ( +0 / -1 )

Next time, take a picture. It lasts longer. Scumbag.

-1 ( +0 / -1 )

johninaha: You could say the same thing but since it has absolutely nothing to do with this case or this country, why would you? Why would the mods, usually so quick to jump on "off-topic" posts, even allow it? One was a soldier, exposed to war over an extended period of time. One was a young cop in a country not exactly known for its hard core crime or war-like atmosphere. Yes, the soldier should've been filtered out but the circumstances behind the two are so different as to be incomparable. Yeah for you though for getting a sideways dig in at the States.

-1 ( +0 / -1 )

I feel warm and cuddly at night knowing that these guys are protecting us.../sarcasm

-2 ( +3 / -5 )

Another copper, trying to cop a feel !!

Maybe he was trying to take down their particulars ?

-2 ( +0 / -2 )

Maybe this perv was fuelled by the AKB48 girls that was the topic of conversation last week. Now I understand why they are not liked by JT readers. Wanted to see up skirts, what did he intend to do after that? He needs some serious disipline so that he doesn't do it again

-2 ( +0 / -2 )

this lifting up girls' skirts in public is kind of commiting suicide in society. like this sexial crimes have usually been set off by unemployed perverts, it might be those people doesnt have anything to lose. anyway, im curious what that policeman actually wanted to do with lifting skirt, if he achieved to see those girls panties what would do next? to investigate inside of that cloth?

-2 ( +0 / -2 )

I don't see what the big shock is about this. It's completely unacceptable behavior and it shouldn't have to happen to anyone but at least no one was seriously injured, raped, or murdered which is what usually accompanies this kind of attack in western news.

-2 ( +1 / -3 )

Cop that !

-3 ( +0 / -3 )

The point is this kind of stuff doesn't happen anywhere else.

Keep telling yourself that.

-4 ( +1 / -5 )

Name and age released. He must not be well liked by the cops he works with.

Fire him, charge him, give him a record and make it mandatory he get counseling for his issues.

-6 ( +5 / -11 )

Was this cop in uniform? Maybe he was "pushing" her out of harms way and her skirt OBVIOUSLY came up in the process?!

-11 ( +2 / -12 )

two (school) girls riding bicylce around 3.00am ~ 3:40am? Doesn't mean cop is innocent.
