Society is failing somewhere, judging by reports like these and the reaction to them. It is failing those who feel the need to pay for sex, those who feel the need to sell sex and those who condone or make light of the situation.

If this is the case then society has been failing for literally a few thousand years or more.

Incorrect. Cops are supposed to be pillars of the community and of high moral standards, someone to be respected. His failure is more serious than a general member of the public.

As for all those wondering why there was such a delay between the act and the arrest, the police are going to do a very thorough investigation before throwing "one of their own" under the bus. As cops, they are the target of many accusations and (surprisingly) some of those accusations have no basis of truth to them. So the accusations get checked-out in detail. A cynic would say the delay is in the hopes that "gomen" money will cause the charges to be dropped, or that the suspect will go off into the foothills of Fujisan and commit suicide.

The age of consent in Japan is 13. However prefectural laws/ordances take precedence and most all put the age of consent at 18 for having sex with an underage female. Hence my curiosity why the guy wasn't charged with rape as well.
