Policeman arrested for licking woman's hair

A Shizuoka police officer has been arrested for licking a woman's hair in a restaurant, police said Wednesday.

According to police, the 50-year-old forensics officer, who has been named as Tetsuya Ichikawa, was detained by police after allegedly approaching a 25-year-old woman from behind and licking her hair at a restaurant in Shizuoka Station on Tuesday night, NTV reported.

A spokesperson for the Shizuoka prefectural police said that Ichikawa had been on sick leave for an undisclosed illness since June of last year and approached the department on Tuesday to discuss returning to work.

That'll get his job back. Now he'll fit right in.

an undisclosed illness

shampoo poisoning?

19 ( +19 / -1 )

Hair-licking hasn't really caught on yet elsewhere.

4 ( +5 / -2 )

Maybe he's thinking of getting a job in one of those neko cafes.

7 ( +9 / -2 )

Maybe he has a vitamin deficiency?

5 ( +6 / -1 )

well, did it taste good?

8 ( +9 / -1 )

Lovely...more jpolice antics....could it get any worse?

3 ( +4 / -1 )

They really are an interesting bunch aren't they? Maybe they should look into what goes on at the Police Academy. Now there's an idea. A Japanese version of the movie - looks like there'd be lots of good material.

8 ( +9 / -1 )

LOL! Because he is a JKeystone, it doesn't surprise me anymore.

3 ( +4 / -1 )

Recently, it's getting hard to tell who is the hentai here.

6 ( +9 / -3 )

Hahaha! Good way to start my day.

6 ( +6 / -0 )

for an undisclosed illness since June of last year

that's after about three months of 3.11, Fukushima-syndrome (?)

-4 ( +1 / -5 )

what :) the:) hell:) is :) this:)???

0 ( +2 / -2 )

Why would anyone would want to lick another persons hair? I have never heard of a hair licking fetish before - that's a new one. That cop has broken new ground in the world of otaku.

0 ( +2 / -2 )

Did he mistake her hair for a bowl of ice cream or was he consumed by lust?

0 ( +3 / -3 )

Just another log on the "only in Japan" fire. And I mean that in the kindest way possible. That's the great thing about Japan, who needs drugs? it's just weird. You just go outside, look around and think about what you're seeing, and you're altered.

Boy do I miss it.

5 ( +9 / -4 )

@The Truth Matters

Agreed. Why can't Japanese people get arrested for normal things like typical Americans, like armed robberies, gun violence huh?

4 ( +10 / -6 )

what's wrong with these guys.

1 ( +3 / -2 )

Undisclosed illness, guess they couldn't cure stupid.

13 ( +13 / -1 )

now this is truly truly GROSS

2 ( +4 / -2 )

JT pls add a separate category for police crime

11 ( +11 / -0 )

'J-Police Academy .... Perverts on Patrol'

5 ( +7 / -2 )

"Why can't Japanese people get arrested for normal things like typical Americans, like armed robberies, gun violence huh?"

Yep, there are worse things to worry about than a cop who licks women's hair. Kind of cute. Wish it was on youtube.

1 ( +3 / -2 )

Ichikawa had been on sick leave for an undisclosed illness

I'd say he has a mental illness.

3 ( +4 / -1 )

CSI - Shizuoka...he was collecting forensic evidence. Obviously, a cry for help...needs some counseling. The police do seem wrack up quite a lot of ridiculous incidents: upskirt photos, flashing, groping, etc.

0 ( +0 / -0 )

WTH?! What a sicko!

0 ( +1 / -1 )

Okay, so hair-licking is illegal. Thanks for the heads up.

7 ( +8 / -1 )

Eeeeeewww... no, seriously, ick!

1 ( +2 / -1 )

I propose a "Whos the biggest JCop nut of the month?" survey for JT readership. This month's contestants can be the hair-licker, the (dressed as a high school girl) flasher, or the cop who pushed a high school girl off her bike and lifted her skirt guy.

7 ( +10 / -3 )

Not really surprising this sort of thing happens when you consider that 99% of Japanese cops are men, and 99% of Japanese men are socially dysfunctional weirdos.

1 ( +7 / -6 )

But maybe he's conducting some kind of research... of course I'm joking... it really makes me sick.

0 ( +0 / -0 )

Was it the hair on her head that he licked or?

And this guy is sick alright Sick in the head.

-2 ( +1 / -3 )

After a nice grass salad, and some catnip, he'll be right as rain...

0 ( +0 / -0 )

Somone has a weird fetish

0 ( +0 / -0 )

What is the charge? Gross but licking is a crime?

5 ( +5 / -0 )

Export beat me to it! So was it her head hair?

0 ( +2 / -2 )

This guy needs to stay on sick leave. For a long time.

1 ( +1 / -0 )

serrano, exportexpert - some junior high school boys just called. They want their humor back. (Serrano, were you really in a hurry to post that lame joke?)

6 ( +9 / -3 )

Gogogo - it's sexual assault. Are you suggesting it's ok?

0 ( +4 / -4 )

Hair today--gone tomorrow.

3 ( +4 / -1 )

Maybe he's thinking of getting a job in one of those neko cafes.

Imagine the furball he gets if he does this regularly. Japanese police seem to have a high rate of weirdos in it.

0 ( +0 / -0 )

My skin is crawling just thinking about this. How utterly creepy. I bet he doesn't even get thrown off the force!

0 ( +1 / -1 )

The difference between the sexes ....

I just don't think I could get too upset if I was sitting in a restaurant and one of those cutespie female Jcops licked my hair from behind. Especially if then she arrested me on false pretenses and then .....okay I'll stop!

-1 ( +0 / -1 )

iow, why aren't there more bad female cops with weird gaijin fetishes...

1 ( +2 / -1 )

Yasukuni...you just havent been here long enough ;-)

0 ( +0 / -0 )

Smelling someone's hair I can understand (not that I would condone doing that to some stranger), but licking?

1 ( +1 / -0 )

Okay, so hair-licking is illegal. Thanks for the heads up.

What is the charge? Gross but licking is a crime?

I have to agree with Hoserfella on this one. While seemingly harmless (albeit weird) it's a form of sexual assault, the same way spitting on someone is an assault.

0 ( +1 / -1 )

Jonobugs- there's nothing seemingly harmless about it. It's sexual assault just the same as if he'd grabbed her ass. How would u feel if this greasy pig did the same to your daughter or wife, gf, whatever?

-1 ( +3 / -4 )

hoserfella: sexual assault? Seriously? I sexually assault alot of icecream in that case.

Sure it's totally weird and not cool but I don't think it is sexual assault.... just weird.

-3 ( +2 / -5 )

Yeah it s ok No prob Wtf to lick a girl's hair so what!! Should worry about important issues and not the "oh my god he licked my hair I'm gonna die!! ""

Chucles):

-5 ( +0 / -5 )

I think he's just about "ripe" for the "funny farm"...

3 ( +3 / -0 )

gogogo - so then I am free to grab your GF/wife's ass if it pleases me?

0 ( +3 / -3 )

Maybe he just had a protein deficiency.

-1 ( +0 / -1 )

It's sexual assault just the same as if he'd grabbed her ass.

Exactly. Just because the act was more unusual, it does not make it any less harmful to the victim.

3 ( +3 / -0 )

LOL, licking womens hair now! I have really come to expect JTs daily crazy cop story. Where in the world does the police department find these clowns?

3 ( +3 / -0 )

hoserfella: If you sexually assault expect a punch in the face.

The guy is a freaking weirdo granted and I don't condone it but I don't think licking is sexual assault... that would mean if I stick out my tongue in public I threatening to sexually assault people.

-4 ( +2 / -6 )

KIMOCHI WARUI!!!

Guess i gotta watch my back now here in shizuoka. I'd rather you grab my butt or something. That is just disgusting.

wonder if he really has some illness or is that the cover story the police are using.

yuck!! Maybe he was looking for evidence. Poor lady, that is a night mare.

3 ( +4 / -1 )

The J-Police really need to invest in doing psychological testing before hiring these guys as cops. Is the job making them go crazy, or are they just nuts from the start???

2 ( +2 / -0 )

What a freakin' weirdo. I agree with vctokyo; we need a police crimes category. Seriously don't believe this is worthy of 'Headline News'.

2 ( +2 / -0 )

How could you expect child prn in Japan would be stopped if the men who are supposed to arrest them do the same things? By God, life is getting weirder and weirder and weirder in Japan nowadays. And it's not the job which drives them insane, it's them who already mentally handicapped from the beginning and the cure for those sck prverted asholes it's nothing but a good old fashion broken nose!

-1 ( +0 / -1 )

@gogogo

How do you feel when you are out in the middle of nowhere and out of the blue some old bloke lick your hair? Are you not feeling a little peeved and disgusted? I'll bet you punch that weirdo straight in the face.

1 ( +2 / -1 )

He worked in forensics... Maybe he had suspicions of the woman being a cocaine user and was investigating evidence? (If Britney can shave her hair days before a child custody case and get away with it, he had to move fast!!!)

0 ( +0 / -0 )

Obviously the entrance requirements to become a cop in Japan are not to high considering the amount of stories involving cops here doing stupid stuff like this. Maybe if they set the bar a bit higher....

0 ( +1 / -1 )

I think it is time for the Police section now. Come on JT give the people what they want! Lol

0 ( +0 / -0 )

We often see monkeys groom other monkeys, maybe he thought he would groom the woman but he should have obtained permission first.

2 ( +2 / -0 )

you mean to tell me that hair-licking is illegal in japan?

2 ( +2 / -0 )

@enkeldika: Yes I would, I'm not saying otherwise, was referring to the police charge not the action itself.

-1 ( +0 / -1 )

It's sexual assault just the same as if he'd grabbed her ass.

And away down the rabbit hole we go!

If a man pushes a woman out of anger, and brushes her breast, do we call it sexual assault?

If a man touches a woman's foot to satiate his foot fetish, is that sexual assault? How do we know he has a foot fetish anyway? Beat it out of him?

Is it sexual assault if the woman feels it is or the man thinks it is? Or if hoserfella thinks it is? Maybe we should just call all instances of males touching females without consent "sexual assault", unless the man can prove he is gay?

In the end, sexual assault is just not quite on the up and up. Punishing motive always gets a bit silly. Its all battery in my view and should just be punished in degrees of offense to the victim. No sense in a separate category, and no need either.

-4 ( +2 / -6 )

There is no rabbit hole. There is just common sense:

If a man pushes a woman out of anger, and brushes her breast, do we call it sexual assault?

Probably not if there was no obvious intent to touch it.

If a man touches a woman's foot to satiate his foot fetish, is that sexual assault?

Yes, it is assault if the intentional touching is not wanted.

How do we know he has a foot fetish anyway? Beat it out of him?

Umm, you just said the action was to satiate his foot fetish, so obviously he has one in this case. What the heck is your point with this question?

Is it sexual assault if the woman feels it is or the man thinks it is?

It is sexual assault if it is intentional and unwanted on the part of the victim. It really is quite simple.

In the end, sexual assault is just not quite on the up and up.

Terribly sorry, but it is for the victims of it. I am not quite sure why you constantly want to rationalize such behavior and attempt to confuse the issue. Sexual assault and consentual actions are not nearly the same thing.

No sense in a separate category, and no need either.

I disagree completely. There are differences in sexual and racial offenses that affect the victims in profound ways in addition to any physical injuries that might occur. I believe it is very important to be sensitive to this and for laws related to these types of crimes to progress not devolve.

4 ( +4 / -0 )

When confronted with the accusation, Detective Ichikawa stated, "I knew it was wrong, but I wanted to be like my heroes, Detective Sherlick Holmes and Detective Lick Tracey... I also idolize those female detectives, Kinky & Lacey." This guy is a lickhead dickhead! But I'm glad he didn't idolize Colonbo...

0 ( +1 / -1 )

If a man touches a woman's foot to satiate his foot fetish, is that sexual assault?

Yes, it is assault if the intentional touching is not wanted.

So that means every time I get on the train every morning and get pushed and cramped around by other people which I do not want it is sexual assault?

Your definition is too loose.

0 ( +1 / -1 )

So that means every time I get on the train every morning and get pushed and cramped around by other people which I do not want it is sexual assault?

If they are touching you with the intent to sexually assault you, it is sexual assault. Amazing that this has to be explained.: Intent to assault + sexual = sexual assault.

2 ( +3 / -1 )

The chikan-cop report for the day is in! Just waiting for the second one. Seriously, the police REALLY need to up their criteria for hiring, and do more thorough background checks, even throwing in a psych exam!

-2 ( +0 / -2 )

Assult or Sexual assult, That is the question.

I think it's really up to how the "Lickee" describes the "Licker" and the circumstances that lead up to the "Licking" in the first place.

2 ( +2 / -0 )

Gurukun,

Exactly.

1 ( +1 / -0 )

Will he lost his 'pension'?

0 ( +0 / -0 )

It is battery. And it is probably simple assault, but only if she was scared.

I don't think you can go as far as sexual assault, but it depends on the local definition. Sexual assault is normally a toned down word for rape and carries various degrees depending on the state/country.

1 ( +2 / -1 )

Mixing his bodily juices with her DNA. Hmmm....

-2 ( +0 / -2 )

This is not new. A friend of mine, pretty foreign girl, was on the train back in 91'. She felt some strange tension in her very long hair. She turned around and the guy behind hers head went around too. Turns out he had swallowed all of her hair into his mouth. It was an amazing site because she had quite long hair. How that guy got all the hair in his mouth without alerting her was incredible.

0 ( +0 / -0 )

Very strange behaviour, perhaps he missread the menu. I am pretty sure it was not the chefs speciality

2 ( +2 / -0 )

approached the department on Tuesday to discuss returning to work

.Maybe he was trying out for the K-9 section?

2 ( +2 / -0 )

The j-cop stories get weirder each week! This one is a beauty! What a nutcase!

-1 ( +0 / -1 )

Like others commenting here, I am surprised to find that licking someone's hair is a criminal offence.

0 ( +0 / -0 )

I am surprised to find that licking someone's hair is a criminal offence.

There are many things that can become criminal offences under the right circumstances, licking, holding someones, etc.

0 ( +0 / -0 )

Come on. He's a forensics officer, as such, he was just "ta(e)sting" the evidence froma case? LOL

0 ( +0 / -0 )

Oops!

There are many things that can become criminal offences under the right circumstances, licking, holding someone's hand, etc.

Sorry!

0 ( +0 / -0 )

This must be the weekly J-Cops shenanigans article. Not as good as last weeks one though.

But what weirdo licks some woman's hair?

0 ( +0 / -0 )

Maybe he was trying out for the K-9 section?

If he were, he'd be licking something else...

1 ( +1 / -0 )

Without reading the comments it seems to me that you have a lonely cop problem! At least their only licking hair and pinching ass! Here in the good ole USA and more specifically Memphis, we have cops that have been jailed for rape, drugs, and more! It got to the point that the police chief was ridiculed for not getting things under control! NOw he is replace by someone that understands the mess and is taking a hard line on his blue light troopers! Cop or no cop, he would be mine if a cop ever touched my daughter! He wouldn't see me coming, he would be on his knees holding his manhood for dear life! That being said! Not all cops are bad and I understand the job and the dregs of society they have to deal with each day! But the main reason they exist is to serve and protect! Never think a cop can protect anything! They usually only chase the bad guys because they themselves were maybe once one of the bad guys! At least once a week there is some cop or local political figure in the local news! I suppose no one is perfect but It's just freakin job not a lifestyle! But the good old buddy system sucks em in to become partners in crime! NOt all but one is too many!

From the "Encyclopedia of Unusual S Practises":

Trichophilia: refers to hair fetishes. Tripsolagnia - arousal from having hair manipulated or shampooed. ... A Time (May 18, 1992) article referred to a judge who was arrested by state troopers. It appears that the judge offered a "defendant leniency if he let the judge shampoo his hair. Further, suggested His Honor, the young man could get even more leniency if he brought in friends for a wash and rinse as well..."

Apparently you have no idea how weird our world is.

Some are consumed by lust, others consume Lux. A worthy winner of this week`s award.

0 ( +0 / -0 )

Hair licking? Collecting forensic evidence? Probably! Or being ecological in getting off the lice! Yikes!

0 ( +0 / -0 )

Did he think that licking someone's hair would get him a lighter sentence than pinching her butt, or peering up her skirt?

0 ( +0 / -0 )

OK, this is just strange. Beyond otaku strange. What gets into some people?

0 ( +0 / -0 )

Lol, something in that mans head told him to lick her hair. I couldn't imagine. Should keep your hands to yourself and your tonge.

0 ( +0 / -0 )

It's totally sick!! The Japanese police are worried about image and I see why!! I just asked my wife if she had to choose a) have a 50 year old man grab her but or b) have her hair licked.... She said a) but seriously does not want either of them to happen! She said, "KIMOCHIWARUI!!!". Then asked me why are Japanese police so strange?? I had to ask her that back as she is Japanese..

0 ( +0 / -0 )

She must have had festive edible looking hair as some do with shibuya fashion, still guy is a sick lame mo though.

0 ( +0 / -0 )

@FightingViking:

If he were, he'd be licking something else..

Well we don't know that he doesn't.....his personal hygiene habits are not mentioned.

1 ( +1 / -0 )

The only thing that it's not funny is that he has my surname...

0 ( +0 / -0 )

@techall:

Well we don't know that he doesn't.....his personal hygiene habits are not mentioned.

Must be an excellent gymnast in that case ! Should participate in the Olympics !

0 ( +0 / -0 )

What is with this cops breaking the law

0 ( +0 / -0 )

According to police, the 50-year-old forensics officer,

He was just doing a CSI investigation on a possible suspect's hair, s'all!

0 ( +0 / -0 )

At least lick the skin...if you're going to do something outlandish. Hair? Was it worth losing your job and being detained? Shoulder...maybe. LOL

0 ( +0 / -0 )

Maybe it was tied back with a cute strawberry ribbon and he just wanted to sample it before ordering strawberry pancakes on the menu.

-1 ( +0 / -1 )

Agreed. Why can't Japanese people get arrested for normal things like typical Americans, like armed robberies, gun violence huh?

Well seeing as this was a police officer that had a gun on him during the time this sexual assault was committed......it's kind of amazing that japan's mental health screening for police officer applicants didn't catch this, you gotta question how safe you feel with Japanese cops with guns on them compared to american cops that have guns on them.

0 ( +0 / -0 )

What's the issue ? Apparently, licking someone' s hair is not an offense ? ( please state your input as per precise articles of the Japanese Law ) The cop was only trying to find threads for tooth cleaning after meal st the restaurant I presume..

0 ( +0 / -0 )

I had to laugh when someone said licking her hair wasn't a sexual offense. Really? I mean why else would this weirdo do so? Perhaps her hair smelled like cotton candy, so he wanted to find out if her hair tastes as good as it smelled? FFS get a clue.

Also why can't the Japanese commit American style crimes? LOL wow! Be glad the Japanese don't commit so many of foreign crimes that have results that are 9/10 deadly. I rather my wife be creeped out by some weirdo who licked her hair vice a rape, robbery, or worse.

0 ( +0 / -0 )

Somewhere in Tokyo there is probably a hair-licking cafe. Maybe he got the address wrong. Like the Monty Python argument clinic. "Sorry the cafe with the maids whose hair you can lick is next door".

0 ( +0 / -0 )

Got my friend interested in reading Japan Today and his only comment on this article was, "And I thought we were weird in California." LOL LOL
