Well he's in a sticky situation and the cops are pumping him for information. He's ballsed up and trying to get out of a tight spot but he's clearly making a fist of it. Based on a strict reading of the article, the police are on shaky grounds with the second charge. They have this guy exposing himself in January 2012, and they have some semen discovered a month later in the same area. They've charged him for "public indecency" in the February incident because his semen was found there, not because anyone actually saw him. How are they going to prove he was indecent in public in the February incident? Nobody saw him. He could have just walked by and dumped out some semen that was extracted earlier in private. I agree that's not likely what happened, but it WAS a possible cause for the semen to be there. That uncertainty is going to give the prosecution problems.

Since the article describes that there was an "incident" in February, I think its safe to assume that there was some kind complaint made about someone going to work on himself in front of the school, and they found and collected the sample back then. They probably compared the sample they found at the scene in February to a blood test or cheek scrape that they probably took after the arrest.

I reckon they need to get the cop from Osaka to sit on his back and crush him the POS.

Now that the cops have their hands on this perv they are not going to quit pumping him till he gives it all up, every last detail of his extracurricular activities. About the DNA, it doesn't matter whether he left DNA this time or not. They can swab his mouth and get a sample of his DNA to test against the suspect DNA left at the school.
