Police in Shinhidaka, Hokkaido, have arrested a 47-year-old man on suspicion of placing a miniature camera inside the women’s staff toilet at a junior high school where he is a vice principal.
According to police, Kiyoshi Onodera has admitted placing the camera inside a small box in the toilet on the first floor of the school building on June 6, Hokkaido TV reported. An employee spotted the camera in the toilet cubicle on June 7.
The school notified police and after an investigation of staff, Onodera was arrested on Saturday.

What is about Japanese men and little girls? Especially, when the pillars of society : Teachers, School Principles, Police officers, Fire Fighters etc..... Cannot be trusted!
Could it be that all those baths with their mothers (even JHS and HS students) has left them uninterested in adult females and only interested in little girls.

I worked in over 30 different schools during my years in Japan. I don’t recall any female teachers that were sexy enough to go to jail for.
The problem with these perverts is, the penalties are not severe enough to make them think twice about getting their jollies with hidden cameras. In this case he should be jailed for at least five years, have his teaching license revoked and have his pension cancelled. If these sorts of penalties were applied these wackos would think twice about installing a hidden camera.

While hiding a camera anywhere for sneaking photos of people in states of undress is decidedly messed up, it's even more messed up that he did this in the toilets. It would be one thing if he wanted to see women showering, but this wasn't in a shower. This dude gets off on watching people taking dumps.

Is it even prohibited or is there a written paragraph forbidding it? I don’t think and doubt that the placing alone is a crime. It’s becoming something more significant if it is really operated, produces videos or photos and those are used privately or for distribution. But the camera only? Where’s the crime here that even leads to arresting? There are cameras everywhere, open ones, hidden ones, dummies. If everyone would complain about them and that modern trend to equip every inch of the planet with surveillance cameras, then the police, justice courts etc would be busy for thousands of years only for those camera cases. lol
