Senior police officer arrested for filming up woman’s skirt

Police in Odawara, Kanagawa Prefecture, have arrested a 40-year-old police officer on suspicion of filming up a woman’s skirt at a train station.

According to police, the incident occurred at 6 a.m. Friday at JR Kozu Station, Sankei Shimbun reported. Tomoharu Matsushita, a senior police officer at Totsuka Police Station, is accused of using his smartphone camera to film up the woman’s skirt as they walked up the stairs.

Police said the woman noticed Matsushita pointing his smartphone up her skirt and grabbed his bag, while she called for help. A station security guard came to her assistance and called 110.

Police said 53 seconds of footage of the woman was found on Matsushita’s smartphone.

This guy deserves the public shame, but can we stop acting like upskirt photos or pinching the backside is in anyway equivalent to "sexual assault and rape". Like, come on. There are far more serious concerns in the world.

90% of male behavior is sexually motivated. I thought we understood this years ago. Yes, he should be chastised and reprimanded, but can we please get to the point that we stop making a big deal out of this? In a world where kids are getting bombed, this seems like a pretty pathetic thing to complain about.

I have heard stories of women in Japan afraid of reporting sexual assaults and rapes because of the types of question the police ask, only to be blamed they are the reason the man assaulted them. This leads me to think the senior police officer will say "she was my type" she shouldn't have been dressed that way" so its her fault and I had no choice but to take that daring chance.

This isn't my thing either, so anything I can say here is purely speculative but I would wager it has more to do with the act than the result. That is, the excitement of taking the picture and "getting away with it" is actually what he was chasing, not the video itself. The video was probably more of a trophy/reminder.

Like you said, if they just wanted the video there are plenty of places to find that online. There are even actual establishments that cater towards these kinds of fetishes in a legitimate capacity.

None of that is justification, it is a sick thing he did, but that is what I imagine would explain it.

I suppose it is the hunting instinct? Something being hard to come by makes it more exciting. So in a way it is probably more about the adrenaline rush of getting that illegal photo rather than a blurry photo of some panties.

I'm not sure there's a need to be sorry. Male biology works that way. But it makes me wonder about the legal and human mechanics. If I can see up a woman's skirt while standing further down the escalator, is it OK to take a photo? After all, it's on public view. And so, where is the boundary?

Japanese men grow up viewing upskirt footage and worse on porn, which stimulates them to fantasize about engaging in the actual acts.

Some of them, like this police chief, then actually begin to manifest the behavior they have been watching on porn (obviously many of the others before him were also illegally harassing/targeting women and had uploaded to a porn site).

When you get down to it, viewing the same gets old after the first or second time. The existence of porn sites stimulates the demand for new material...if you are an avid consumer, why not get paid and experience the thrill in-person?-So they become sucked further deeper and deeper into their obsession.

What if he started filming just by himself while walking.

Then he can say that he was just filming as he was walking and as he was going up the stairs the woman just happened to be in front of him.
