Shiga teacher confesses to installing camera in girls’ restroom

The Kusatsushi Board of Education in Shiga Prefecture says that a teacher employed at an elementary school within the Kusatsushi area was being questioned after installing a small, compact-style camera inside the girls’ toilets at the school where he worked.

The police, who received an incident report from the school, are treating the matter as unauthorized entry with the purpose of taking voyeuristic photos.

According to the board of education, on May 31 at approximately 10:30 a.m., a fifth-grade student noticed a small camera attached to the toilet inside the girls’ lavatory. The school was quick to conduct its own internal investigation into the matter, which resulted in the culprit confessing outright to the act.

The person who came forward was a male teacher at the same school, who attempted to explain his behavior by claiming that, “It was the first time I’d used the camera and I just wanted to test out the equipment. I’d like to apologize to all the students who have been distressed by the incident.”

Last year, the same school teacher took nine months off from his teaching post due to a mental breakdown. He returned to the work place in April of this year.

Itsuro Miki, a leading figure at the board of education commented that, “We are treating the matter with the utmost seriousness and are working as hard as possible to restore everyone’s trust in the education system.”

Society HAS to ensure that people like this are never allowed in a classroom with children. And I notice you use MORALLY impaired. Society takes care of plenty of people morally impaired, some of them even managed to get themselves voted into office. One does not just happen to be morally impaired.

What I meant is exactly that he should be locked up away from society rather than having society invest time and money in trying to "repair" him. I said morally impaired because paedophilia is apparently clinical, they have no choice in their preferences, but it's up to themselves to keep their drives under control. Since this guy isn't able to do this, I say lock him up and chuck the key.

Because every time I buy a new camera, the first thing in my mind is, "I gotta test this thing out before I actually have to use it to take any "real" pictures," and I always thought that sneaking into the opposite sex's toilet at an elementary school would just be the simplest, easiest way to test out the camera and see how to work it right. Boy am I glad this guy got caught first, because I just hadn't realized that that might be like an inappropriate way to test a new camera.

I should imagine this isn't a first time event for this guy. I'd bet good money that his personal computer's hard disk already contains some pretty disgusting stuff. I wonder whether the police have checked out his home. I also wonder how the affected parents feel. I think if I were the father of one of his victims, I'd be feeling pretty damn angry at the moment.

how could he think people would not see the camera inside the toilet in the first place, but good thing he is a dumb guy and got caught before his pedophilic tendencies escalated. I hope they check his home for further investigation and not just terminate his job.

And perhaps rightfully so. Perhaps if police and the system stopped going out of its way to find the most lenient sentences they can, if not letting the guys off the hook straight out (like the tax official the other day), there might be less of such crimes committed. Now, I completely agree that life behind bars for what the man did is a ludicrous suggestion, but surely there is a more serious charge he can face than trespassing for the purpose of making lewd videos.

At the very least, the guy needs to be stripped of his teaching license for life, massive fines, and possibly a short stint in the clink if parents want to press charges.

I think a 10year old boy could come up with a better excuse than that. Mental issues ??? Meaning ??? Couldn't keep his pervert mentality in check ? Why don't they screen or assess professional people here better. The man should have passed more rigid assessment after coming back to work. Parents now have to worry about whether their child is on some net site because I highly doubt dude hadn't operated a camera before that point.

So what if it's a psychological issue, you could probably make that argument for anything, ie mobsters black mailing and ultimately killing or terrorizing a whole family ought to be evidence of more severe mental issues than snapping pics of youngsters' bottoms. Mental illness is the most misused term in the whole legal system and is just as dumb as "I was drunk". I also hope they lock this guy up for a while, because him perhaps being sick doesn't weigh up to the risk of leaving him out in society, treated or not.

It's a mental health issue, and a serious one at that, jailing people for their crimes is one thing, but also giving them the medical attention they are crying out for is imperative as well.

It's a bit silly Tamarama to assume something that I did not write.

The school and the board of education should have been keeping a better on the guy and he should not have been allowed into a school or classroom around children if the reason for his breakdown was school or child related.

There are countless numbers of other positions in school districts where this guy could have been hired, and have someone supervise him and ensure that he had truly recovered from his breakdown. And btw breakdowns occur in schools here more than people realize, for they hardly ever get reported until an incident like this occurs

This is a system failure and hopefully none of the girls were traumatized by his actions.

But do not be fooled there are plenty of unstable (mentally) teachers in the school system here, I've seen them from first hand experience, and it's scary to think that these teachers are responsible for teaching kids.

I agree that someone who has a mental breakdown probably isn't a sexual predator, however I think what Yubaru was getting at was that this is a typical case of the Japanese "just take some leave and it'll get better" approach to mental illness. I doubt he saw a psychologist, and if he saw a psychiatrist in Japan he would have got the standards, "Its stress, just take some of these and rest for a few months".

If he'd received proper treatment and actually had a chance to talk to someone I think this entire situation could have been avoided, and if he'd gone to any half-way decent psychologist and confessed that the source of his stress was being surrounded by children he felt sexually attracted to every day then they would definitely have recommended a career change as a necessary first step for getting anywhere.

I am aware that there are people into toilet voyeurism but I can't understand a person who studies/works hard to become a teacher can do such a stupid thing like this. His life as he knows it is done.

People should be aware the paedophiles are attracted to jobs that bring them into contact with kids. This should concern all parents especially those with children in day care which is now a magnet for the worst offenders as the victims are too young to testify or understand what is happening.

Not sure how they screen or test potential teachers and other government workers who often misrepresent their profession with such incidents. Maybe they need to be a lot more severe with their punishment to deter such people from doing this kind of thing period. Uncaught, who knows where the footage could have ended up!?

I have to say though, it's amazing how many of these types of incidents involving people in public office in Japan occur each year. At an elementary school is particularly alarming.
