So, the spoiled 31-year-old (probably unemployed) son of an assemblyman (big fish, small pond) killed two elderly women because he believe they said something that hurt his feelings.

Then he considered suicide, but he decided to kill the two police officers because he believed that they might kill him (What happened to the thoughts of suicide?).

From the limited evidence, Masanori appears to be a weak--minded coward.
