Comedy gold. Bent, bent, bent, bent, bent!

Under the state-backed scheme, low-interest loans are offered to smaller scale companies on the verge of financial collapse or struck by natural disasters.

It would be very interesting to see who got what and how many of these companies were associated with organized crime, had METI family members involved, were connected to LDP politicians and so on. But I won't be holding my breath for that information...

fwiw, we lost an outbuilding in an earthquake and tried to get a relief loan from the government to replace it. After submitting far more paperwork than a regular bank loan, they took four months to tell us we could only have 1/6 of the money we wanted, and that there was a large fee that had never been mentioned before. By the time they told us, we'd already started the build, so regular banks wouldn't give us a loan either. We ended up having to dip into savings. It's annoying to hear that there are other government bodies handing out money all over the country to whoever they fancy.
