While the rate of corruption was much lower in many countries, such practices were found even in relatively law-abiding nations like Japan, where many surveyed said they believed the government was doing a poor job of preventing corruption.

That's not something that is limited to Japan, but why would you prevent corruption when you're part of the problem?

That's part of the problem -- when lawmakers commit crimes and then bend the laws to fit them so that they are "technically" not breaking the law, the term "law-abiding" becomes mere lip-service.
