Teacher arrested over video voyeurism in girl’s toilet at elementary school

Police in Tokyo have arrested a 33-year-old elementary school teacher on suspicion of violating the child pornography law and forcible obstruction of business after he allegedly installed a spy camera inside the girl’s toilet.

Police said Katsuya Nagano teaches at a municipal elementary school in Adachi Ward, Sankei Shimbun reported. Police said he has admitted to the charge and quoted him as saying he installed the camera to “satisfy his sexual urges.”

According to police, the incident came to light after a female student discovered a miniature camera on the floor at around 12:40 p.m. on March 19. School officials contacted police who reviewed surveillance camera footage within the school’s premises and identified Nagano as the suspect.

A subsequent search of Nagano’s residence turned up video taken on a smartphone in the toilet on April 17. Nagano is also suspected of using that film to produce child pornography.

Children should be SAFE in school, away from danger and PERVERTS such as this teacher Katsuya Nagano.

Hopefully he receives a very long prison sentence and an attitude adjustment by his fellow prisoners.

He’s a predatory paedophile. Lock him up and ban him from working with children.

There is something strange about these individuals who build their entire life around one goal they have in mind, in this case it's his urge to see naked children.

There nothing that could be done to treat this sickness except for locking them up for a while and monitoring them.

Expect him to be working again as an ES teacher again at a different prefecture in a year or two.

So, Katsuya Nagano likes little girls? We need to find out why and create a data base of people like him to share with everyone to keep these people from harming youngsters in Japan.

No. A UK paediatrician fell victim to a band of semiliterate self-styled pedo hunters.

Elementary school? That is sick.

If it was high school, I would of course condem it but not feel that strong about it. But 6-10 year olds.... eeek

Pedphilism is pedophilism and it's never acceptable under any circumstances. And the girls certainly weren't consenting by any means. This pervert has no business teaching kids!

Reminds me of the time I was using a public restroom in Kyoto and some guy stuck a camera over the stall wall and tried to film me taking a dump. These pervs are everywhere!

You gotta be careful even if you're an adult. I was waiting in line in a men's room at Ohio State (Rolling Stones show) and there were men in their 60s, totally plastered - taking a picture of one of their own's junk. They were totally trashed and to be honest, they scared me.

Even in 30 years of living here, I have never understood the Japanese men's fetish for little girls. And I also can't figure out how no one here is too surprised by it. It is like it is tolerated in here. In the 90s, there were commonly available magazines in konbini with little girls who were 10 years old and in their underwear. You get the idea. In konbini! Yeah, pedophiles, hebephiles and the like are everywhere. However, nowhere is it more evident than here. All you have to do is walk down the street and within an hour you'll see several different posters and banners in a regular city with girls looking under 18 or even less abd inviting you to nightclubs. Sure, it is just a banner, but just the fact..

Things aren't looking good for Katsuya.

What is the punishment for this crime? We always read about these people doing these things, but we never read about a punishment handed to them. I am going to assume they are let go since there is never any follow up.

I'm posting this even if I know I'm gonna get minus cookie points from the audience here:

CASTRATE HIM!

-3 ( +0 / -3 )

This is the kind of thing that happens when the only real requirement for a teacher's license is a rote memory test and sitting in the classroom watching for a week, and MAYBE doing a couple of lessons in another week.

2 ( +3 / -1 )

They'll slap his wrists and graduate him to high school

Seems like Japan's losing its' status as one of the world's safest places..... sad to read of so much pervy stuff happening.

As for this filthy cretin, he really only has one option, and the sooner he falls on it the better. Such sickness can't be cured, and he'd remain a clear and obvious danger for decades to come.

So let me get this right. The government wants apps to keep a tab on foreign visitors, and yet there's not even a sex offender registry?

4 ( +5 / -1 )

People involved in the care and education of small children should be examined very carefully in their jobs, the vast majority choose those occupations for a real desire to help raising children to become better adults, but some exceptions like the one in the article do it to satisfy their twisted desires.

I know a thing or two about psychology, and this issue is a lot more complicated than it would seem. Some of those dudes might really think that they can have their cake and eat it as well (i.e. help the students learn, while secretly taking care of their own quirks as well). Other guys might simply have a weak mind and so they succumb to the temptation. Third group might start off with the best intentions, but then they slowly get deranged, step by step, through the process. And then, for sure, there might be a bunch of other dudes as well, who have specifically wicked intentions since the beginning (but I don't believe that their numbers are very significant among those "fallen" teachers).

If the guy was never caught with any crime, he won't be in police' radar.

That's true, it is not a perfect solution because it doesn't stop first time offenders. But it does at least stop repeat offenders, and gives any organization that needs to screen adults to be around children, one layer of being able to check past offences. Currently, there is nothing to stop teachers moving to a new prefecture, and becoming teachers again. Even if there is a national BOE level database, the Jukus, private tutoring firms, scout and girl guides, and other children's organizations couldn't access it. A national sex offender database at least helps to screen out repeat offenders.

Not surprised when you see how the japanese modern culture represents young girls (mangas/idol industry).

There's something globally wrong but the politicians look at it as individual exceptions.

I cant understand why Japan does not have a register for these loverly members of society, could it be that some one at the top of the food chain has something to cover up? there are one of two groups that actively set up a web site or join web sites, chat rooms to flush out these people, keeping on the right side of the law they draw out these people, as they pretend to be a youngster and then the confront them with the evidence and hand them over to the police for investigation, leading to a prosecution. It would be fantastic if someone does this in Japan. There was an article on the UK radio just yesterday it claims that after a survey 9 out of 10 young girls had suffered somesort of sexual abuse or harassment. what is this world comming to??

Another one. Sick mofo.

In my home country, everyone who works, volunteers, or otherwise has a regular role in a school needs a police background check.

If the guy was never caught with any crime, he won't be in police' radar.

Well. First of all, arrest him, throw him in jail, and definitely CUT him.

Then fire him. Then Fire all of the BOE and Japanese government for not forming national sexual predator lists and black balling sickos like this.

This is DEFINITELY not the first time we have had news like this.

Then do that thing where the comment above said, put that fool in a locked room with all the father's that have daughters in that school.

Then we all go to lunch.

Why did I read this? This just maddens me! Why doesn't Japan have a sex offenders list? This perv should've be on that list and never been allowed around kids!

In my home country, everyone who works, volunteers, or otherwise has a regular role in a school needs a police background check. My mother needed a police background check just so she could volunteer a few hours a week in the local school library, after she retired.

It is very good that this criminal was caught, but this is Japan, and sometimes justice is not served and people found guilty are left free with only a slap in the wrist.

 to “satisfy his sexual urges.”

Taking videos of children under 12 is not to satisfy sexual urges! It is to satisfy a demented illness!

Hopefully producing child porn will be at the top of this sickos charges and he will spend a long time in jail away from children.

Yes, absolutely a sex offenders registry is required. In the few surveys I’ve seen over the years, public support is there for one, and conversely, I have never heard a convincing reason for there not being one. Occasionally, local politicians (at governor and mayor level), have asked for one, but they can only control what happens in their jurisdiction (which is why some localities have a version of that).

The only thing that will make it a national reality, is if central govt politicians call for it. Even if they did it, and enacted it, as a smokescreen method so the public overlook other things, it would still be progress.

Another one for Japan's large pedophile collection.

15 ( +19 / -4 )

ugh! And you know that if the found one camera, there must be others. What a creepy subculture...

10 ( +14 / -4 )

The worst part is that this deviant will probably be given a suspended sentence then he will move to a different prefecture, where he'll be able to work at a school again and continue to commit his repulsive acts.

A National Sexual Offender Database? Japan doesn’t have much success with “IT, apps, data security issues”* @PSmith 7:06am: *

“Japan really needs an sex offender registry [available online]. It’s not difficult to implement given these registries have been active in other [more developed] countries for over a decade.” -

Perhaps they ’beta tested’ but the servers were continually overloaded from the overwhelming amount of data?

4 ( +8 / -4 )

Creep. They really need to do a better job of vetting, especially with law officers and these so-called teachers. Lots of unsuitables seem to be lurking around in those occupations.

12 ( +14 / -2 )

Seriously what’s with Japanese “men” and little girls?!

26 ( +29 / -3 )

Sex offender registry list with notification set up by the government please.
