Teacher arrested over video voyeurism in girl’s toilet at elementary school

Police in Tokyo have arrested a 33-year-old elementary school teacher on suspicion of violating the child pornography law and forcible obstruction of business after he allegedly installed a spy camera inside the girl’s toilet.

Police said Katsuya Nagano teaches at a municipal elementary school in Adachi Ward, Sankei Shimbun reported. Police said he has admitted to the charge and quoted him as saying he installed the camera to “satisfy his sexual urges.”

According to police, the incident came to light after a female student discovered a miniature camera on the floor at around 12:40 p.m. on March 19. School officials contacted police who reviewed surveillance camera footage within the school’s premises and identified Nagano as the suspect. 

A subsequent search of Nagano’s residence turned up video taken on a smartphone in the toilet on April 17. Nagano is also suspected of using that film to produce child pornography.

In my home country, everyone who works, volunteers, or otherwise has a regular role in a school needs a police background check. My mother needed a police background check just so she could volunteer a few hours a week in the local school library, after she retired.

People involved in the care and education of small children should be examined very carefully in their jobs, the vast majority choose those occupations for a real desire to help raising children to become better adults, but some exceptions like the one in the article do it to satisfy their twisted desires. It is very good that this criminal was caught, but this is Japan, and sometimes justice is not served and people found guilty are left free with only a slap in the wrist.

That's true, it is not a perfect solution because it doesn't stop first time offenders. But it does at least stop repeat offenders, and gives any organization that needs to screen adults to be around children, one layer of being able to check past offences. Currently, there is nothing to stop teachers moving to a new prefecture, and becoming teachers again. Even if there is a national BOE level database, the Jukus, private tutoring firms, scout and girl guides, and other children's organizations couldn't access it. A national sex offender database at least helps to screen out repeat offenders.

Yes, absolutely a sex offenders registry is required. In the few surveys I’ve seen over the years, public support is there for one, and conversely, I have never heard a convincing reason for there not being one. Occasionally, local politicians (at governor and mayor level), have asked for one, but they can only control what happens in their jurisdiction (which is why some localities have a version of that).

The only thing that will make it a national reality, is if central govt politicians call for it. Even if they did it, and enacted it, as a smokescreen method so the public overlook other things, it would still be progress.

This is the kind of thing that happens when the only real requirement for a teacher's license is a rote memory test and sitting in the classroom watching for a week, and MAYBE doing a couple of lessons in another week.

What is the punishment for this crime? We always read about these people doing these things, but we never read about a punishment handed to them. I am going to assume they are let go since there is never any follow up.

You gotta be careful even if you're an adult. I was waiting in line in a men's room at Ohio State (Rolling Stones show) and there were men in their 60s, totally plastered - taking a picture of one of their own's junk. They were totally trashed and to be honest, they scared me.

I cant understand why Japan does not have a register for these loverly members of society, could it be that some one at the top of the food chain has something to cover up? there are one of two groups that actively set up a web site or join web sites, chat rooms to flush out these people, keeping on the right side of the law they draw out these people, as they pretend to be a youngster and then the confront them with the evidence and hand them over to the police for investigation, leading to a prosecution. It would be fantastic if someone does this in Japan. There was an article on the UK radio just yesterday it claims that after a survey 9 out of 10 young girls had suffered somesort of sexual abuse or harassment. what is this world comming to??

I know a thing or two about psychology, and this issue is a lot more complicated than it would seem. Some of those dudes might really think that they can have their cake and eat it as well (i.e. help the students learn, while secretly taking care of their own quirks as well). Other guys might simply have a weak mind and so they succumb to the temptation. Third group might start off with the best intentions, but then they slowly get deranged, step by step, through the process. And then, for sure, there might be a bunch of other dudes as well, who have specifically wicked intentions since the beginning (but I don't believe that their numbers are very significant among those "fallen" teachers).
