alcoholism is a serious issue and probably not spoken of very much in Japan even in the year 2018

Odds are going to be pretty slim that he gets officially charged. There will be some serious cash passing hands, and the "only" way he will be charged is if the driver keeps up the pressure and officially files a complaint.
No complaint filed, no charges.

Abe and Miahara are accused of corruption but they are still around. This guy will keep quiet for a year or two.
only had one bad taxi driver who I wanted to slap, but got out. But when driving in Kansai cities, I can understand the term “road rage”. I think there is more to this story.

Law is the Law depending on what tier of society you are on, that version of the Law being applied. Drunk, violent and employed in a Government job, not far off getting a well paid private sector job...think a bow some cash all forgotten. Just an amusing story for him.

He could have caused extreme tooth/bone damaged and killed the driver. Punching someone in the head could cause death.
