I've caught half a dozen of these demented perverts filming up girl's skirts at train stations over the last few years although, it was only the first one that I grabbed. I ended up in more trouble than him coz I am foreigner. These days, I just give them a good shove and it is enough to send the cowardly perverts running. I've said many times, there is a seriously unhealthy fascination with young girls among Japanese men. It's a kind of mental illness. However, in a society that supports the sickest child porn manga on the planet and all these 'idol' groups of teenage girls parading around with their butts hanging out it should not be surprising many adult men are mentally-ill creepy perverts with delusions of having sexual activities with young girls.

The admonishment,apprehension or "citizens arrest" of anyone in a public place is fraught with unforseen complications regardless of the miscreants actions. That's how it is in most countries.

I just scrolled through some of my old comments, and it seems I'd commented on an article back in October last year about another minister who was caught doing the same thing. Guess where he was from? Ministry of transport, land and infrastructure. Those idiots must be exchanging tips and tricks over line messages on how do this.

If it happened in the USA, a lawyer would argue that the girl has no expectation of privacy in a public place.

So there is no Law on violence against women.

There is a dark, sick, and perverted cultural mindset in that country (similar to Hollywood's pervertedness possibly). But people don't know that at first... They just think they are all respectful, hard-working, and 'polite'.. I know an American guy who spent sometime living in that country and he was groped and touched by men over there. It was very embarrassing for him and how they treated him. But he often cracked their heads and faces open and got in trouble for defending himself. He was already suffering from trauma from a previous incident by a sick individual, but only jump from the frying pan and into the fire by moving to that country,..and only increased the severity of his trauma. Japanese men often made jokes and were curious to black men and had perverted jokes. Sickos like that messed up him up for life and he is dealing with it still to this day. Perverted sick mindset is a toxic to society and its safety. Nobody should have to deal with that and its a threat to society and people juts going about their day.

And by the way, why is the word "filming" or "film" used to refer to recording videos using digital devices with no film being used? Heck, even back in the days of VHS camcorders, it was "record" or "recording"...
