A 23-year-old Tuskuba University student has been arrested on sexual assault charges after he forcibly removed an 18-year-old woman's underwear at a karaoke establishment.

According to police, the incident occurred at around 4 a.m. on Monday. Sankei Shimbun reported that the student, Taishi Miyamoto, and the woman had come to the karaoke parlor in separate groups and did not know each other.

The woman went into an empty room to make a phone call and Miyamoto followed her in. She told police that he hugged her, then put his hand up her dress, removed her underwear and then left.

Miyamoto was quoted by police as saying he was drunk and can't remember anything he did that night.

Police said they are also questioning Miyamoto over an incident in February in which a man threatened a woman on the street and demanded she hand over her underwear.

I think there should be a law that states that you get mandatory 1 million yen fine if you use the "I don't remember -I was drunk" excuse, whether its true or not

No, he didn't just forcibly steal something, he sexually assaulted a minor.

It's plain and simple why people do stupid things when they get drunk because alcohol dulls the brain signal that warns people, when they are making a mistake, ultimately reducing self-control. In other words the part of the brain responsible for monitoring behavior increases sending an alarm communicating to other parts of the brain that something went wrong essentially reducing how much you care about making those mistakes. At the end the feeling of getting drunk might have felt good but you don't accomplish anything positive.

When people say they don't remember because they were drunk, some people are telling the truth you know, Its just that it doesn't matter. People who lose their mind and do stupid things when drunk KNOW who they are. They had plenty of clues (no memories) and their friends told them what they did in the following days. Yet, when sober, they made a conscious decision to drink again. Thus they are fully responsible for what they did when drunk, just as if they were sober.

There seem to be a lot of people here who don't understand the difference between an excuse and a reason.

It's not like these people expect they are going to be excused from punishment because they were drunk, they are just stating the reason that they don't understand.

So this is what they learn in college,,,

I've spoken with several former students from Tsukuba, they tell me that as first-years they are reminded often by tutors and the like that they are still under age; older students are lectured on how they must not encourage first-years to drink, and on how they must not force or encourage anyone to drink to the point of inebriation.

If this 23-year-old drank himself so silly he 'didn't know what he was doing' then it is no one's fault but his own, and he's a class-A certified fool. Throw the book at him. You might need academic brilliance to get into Tsukuba, but that isn't necessarily always accompanied by common sense.

Exactly, what list? If the shoe fits, wear it. There is obviously a problem. Look at the recent panty snatching incidents. Plus there has been groping, japan's massive porn industry (which-btw- only recently began banning child-porn), sex related establishments, enjokosai, erotic manga . . . Jeez- it's almost non-stop.

Start keeping tags on sex crime related (convicted) offenders. Shouldn't matter if they were drunk. Shouldn't matter if they were cops, firefighters, principals, teachers, elite university students, etc etc. .

When I went to a karaoke last week, there was a sign prohibiting minors after 11:00 or 12:00, and under 17 after 9pm. But, there's no excusing what the guy did(assuming the accusation is true).
