I can guarantee that the organisers knew the actual costs per person at the time of booking. When was the last time you organised a wedding / funeral etc without knowing the catering costs . . . . . Pricing the tickets BELOW the cost price is guaranteed to create a loss. Where do they expect the money to come from to cover the shortfall?*

Is the crime misuse of the Prime Minister's office funds (or his funds as a Diet member from Yamaguchi), or is it just the failure to submit proper forms? In other words, perhaps the politicians have accounts that are used to host constituents from their districts, as long as the expenses are vouchered and made public.
In my home country, political leaders have such accounts that are used to host VIP's and leaders in the arts and academia. And, the political leaders have broad discretion as to who qualifies to be hosted, which could translate into important constituents and donors. The only obligation is, if such funds are used, for the proper reports to be filed so the public may learn of such largesse. The "court of public opinion" is the brake that keeps most leaders from simply throwing crazy rich parties for their friends every night.
So therefore if this is simply failing to properly fill out some forms, it will eventually be done and the prosecutors will drop the matter.
