"Voluntary questioning" what a nice way to treat public servants accused of corruption.

Perhaps other citizens who aren't filthy rich will be granted this, maybe like never.

Hrm.... for the sake of appearances I think they'll need someone to throw the book at. A high profile scalp just to maintain the pretense that they do actually take this issue seriously like they say they do. Looks like that Matsuno creature is being lined up to take the hit.
