Internal affairs minister Minoru Terada on Monday acknowledged a political funds documentation scandal that has engulfed him involves a breach of the law, although no punishment can be handed out.

The LDP does even need to hide it.

Isn't this a textbook definition of being "above the law"?

When you are a 1 party dictatorship there is very little anyone can do to you. You can act with impunity because you are above the law.

no punishment can be handed out.

In other words they can steal and break the laws as much as they want, and can’t be stopped.

good to know. I guess it’s not like we don’t already know this.

Shogun, Aly and dagon, I have to agree. There seem to be disparities in the administration of justice, with certain groups favoured. But clearly there are many who don't agree, judging from the negative votes. I wonder if we can hear from those who believe politicians are treated like everyone else in Japan.
