If they have been officially arrested they should be in custody, in detention, for questioning, and eventually being turned over to the public prosecutors office for trial.

In this case, I will bet any money, that it wont be a suspended sentence. The Olympics were a source of pride for the Japanese government, particularly the LDP (Abe) and similar to cases of campaign laws being broken, guys like this will get jail sentences, because they broke the trust of the public, for personal gains.
Many politicians have gone to jail for campaign finance violations, and this guy isnt even a politician. I'll bet he gets jail time, not long probably, either way, he is done.
