But the citizen court is more like a mediation, they scold the bad one and say : "you have to pay back", but that's all. However this case would have been in the civil court which is known known as 民事裁判所 minjisaibansho みんじさいばんしょ

It is INCREDIBLY difficult to enforce an order of a civil court,winning a case is hard enough, but enforcing an order for payment ( a bit easier if a big company or a government office) is 10 times harder again, consider that before you sue.
