Woman arrested for calling police over 15,000 times in six months


A woman has been arrested in Sakai, Osaka, for harassment of the metropolitan police department after having called 110, the emergency number, 15,000 times in the last half year alone.

Police said that Tomomi Monmae, 44, an unemployed resident of Sakai, faces charges for fraudulent disturbance of official police business, TBS reported Thursday.

According to police, since May of this year, Monmae has dialed 110 for the Osaka police over 15,000 times, often times dialing over 900 times a day, using her cell phone. Police said that Monmae called countless times, and before even listening to the person on the end of the line, would quickly hang up the phone.

Police said they visited her on at least 60 occasions to warn her but she would talk to them only through the building intercom, usually saying she was tired and had to go to bed, TBS quoted officers as saying.

Police said that in most of the calls, Monmae would request that they arrest neighbors or acquaintances but was vague about why.

It took 15,000 calls to take action on her? How about after the 20th call? or the 57th call? or the 999th call? You couldn't move in sooner than that. I don't know which is more ridiculous, this woman calling 15000 times, or the jpolice taking so long to do anything.

I just did the math....Assuming that she sleeps 8 hours a night, she would have to have dialed an average of once a minute for 16 hours straight to be able achieve this. If this isn't a symptom of mental illness, I don't know what is.

You're missing the point. Its not how many time a person can call in a short period of time. Sure, its technically possible to it a whole lot more than she did. The point is, she spent a lot of time to do this insane stunt just to try to defame here friend or neighbor (or whomever she had a grudge with). Nobody in their right mind would dedicate so much of their time and energy to do this. Furthermore, the police should have put more effort into stopping her. Giving warnings obviously didn't work; they should have realized that after about the 10th warning.

As most of the calls involved connecting and immediately hanging up, it doesn't seem like defamation was the driving purpose behind this. (You can't defame someone if you don't say anything.) Also, even when she DID talk to them about "neighbors or acquaintances", she was always vague about what they did (or didn't do) that warranted arrest. You can't really "defame" someone if you don't accuse them of specifically doing (or not doing) something.

It averages to once an hour (0.74 times an hour actually). I think some cop just said "She called like once every hour of every day for half a year"...and an intrepid report with a keitai calculator sent that to print.

Speed dial, hang up, speed dial, hang up, (repeat). I could get at least 6 calls through a minute, assuming it takes 10 seconds for one complete cycle (mostly waiting for the 110 center to pick up). Using that method I could call over 1000 times in only three hours.

I feel so sad for that lady. Like many others have said, this lady was in dire need of mental health services but since the subject is pretty taboo here, nothing was done to help her. I hope she can receive the care she needs, soon.

Really? It took 15k calls to arrest her? That's just shameful for the police. Even 100 times should have been way too much. She was blatantly wasting police time for no good reason. I don't know what her issue is, maybe just attention seeking, but she seriously needs help. I can say with certainty that it isn't OCD. I have OCD. Granted, it's classed as moderate, but even in severe cases, repeatedly dialling a phone 900 times a day is not something that happens. Washing one's hands 900 times a day, sure, in the most severe cases, or repeatedly turning a light on and off, even I've done that on occasion, when I'm particularly anxious, but this, this is not OCD. It's something else entirely.

15,000 calls from a woman to the J-cops? I find that hard to believe. 15,000 calls from a J-cop to a woman sounds more like it.
