A Yokohama City government employee has been arrested on suspicion of molesting a woman after he allegedly touched the lower body of a female commuter on board a train during rush hour.
According to police, Tatsuya Shimada, 53, who works at the Naka Ward office, is suspected of groping the woman, in her 20s, on the JR Negishi Line between Yokohama and Kannai stations just past 8 a.m. on Monday, Fuji Tv reported.
Police said a male passenger witnessed the incident and notified railway staff at Kannai Station.
Police said Shimada has admitted to the allegations.

Not that it matters legally, but why do they always say lower-body instead of being more specific? If he touched her foot, it would still be her lower body.

Only news because he was a city official. All molesters should be thrown away, even if they are manga-cafe residents. There should be no tolerance for this kind of crime.

At least these days the women actually report it. Maybe someday there won't even be a need for female-only carriages.

Hmmm.....makes sense to me.
I've read other stories where the "witness" would be working with the "victim" to try to extort money. That's why I always keep BOTH hands up in the air or clearly visible when on the train.
