Your arguement is flawed for a number of reasons:

You compared Madonna to Koda Kumi.

The Japanese music industry is "staunchly local", as realteacher's provided article states. They basically choose what to "introduce" into the market - and thatisn't much. It's all about maximising local sales. You never see an international rock / electronic act at the top of the charts. Think about it.

J-pop is not "music". It's a commodity that's sold purely on it's visual appeal. A bunch of seishains slaving away at their desks writing (manufacturing) "songs" and collecting their paycheck is about as far from "music" as you can get.

If your idea of "cultural uniqueness" is a bunch of middle-aged balding men cheering to girls miming in questionable attire, then we've got a problem.

This bollocks sells in other Asian markets and it doesn't really matter if it has a global reach. I'm not trying to sound superior here as my country has to answer for atrocities such as The Spice Girls and Simon Cowell's Frankensteinian One Direction who are now popular here.

Sorry, but what exactly would you refer to Perfume as? Most people would call them electronic music.

2.Local ? And thats problem ?This "global" music is actually also local, but got spreaded outside of America , and while you mention electronic, Japan has their genie behind it , its Yasutaka Nakata , who make music for Perfume and Kyary Pamyu Pamyu , but he is not the only one .

And what is pop anyway ?

4.First, they are 20-30 years old, that's not middle age , they are young adults , and for uniqueness part, I writed Visual Kei, it seams you didn see it , I hope you know what is it ? And also, not to forgot enka songs, they also manage to come into Oricon chart, and there is one more thing that is diferent than western music, and thats their videos are mostly clean from sexsual promotion , while west , its all sex ( twerking, shaking ass, and similar things )

"Global", you mean American , right ? Japan music has its own distinctive types of music, and thats Idol and Visual Kei, and beside that,that would destroy their uniqueness, I love Japan as they are, making them self same as Shakira, Rhiana, Madona, they got that, Koda Kumi , You need to check little better Japan music, there is lot of diferent things there, and again, this " global" way of thinking is what is destroying unique cultures all over the world , and also, as someone who live in Europe, I say I am sick of today western music, except some exemptions . Today "global" music is all in shaking, twerking, and similar things , I dont want that things in J-music . Music is important part of every culture in world, loosing music is also loosing part of identity that country has .
