Aren't those film productions made in Japan for the Japanese audience? Likwise productions in South Korea use Koreans for Japanese roles and I wouldn't doubt that often happens in China. But "Geisha" was a Hollywood production, filmed in English for the global market. To put ot bluntly, for the western audeience that wouldn't know the difference between as geisha girl and a china doll to start with.
