FIrst, who hugs at company meetings? Second, you can tell it's an issue (to say the least) when he's only hugging one particular sex over the other. Kinda like when the Japanese bosses make sure to only inquire to the female staff about coming to the drinking party, etc. If it's truly harmless, the offender would be hugging everyone (male and female, all ages, all looks/types) and the Japanese boss would be asking the guys and girls and not showing any particular attention to some over others.
