Yeah, that's called a sequel. They are building off the story from the original, using "the aliens own technology", sport lines like, "This time it's a much bigger ship", etc. It's a sequel.

It is rather a continuation than a sequel

That's called a sequel. Two Towers is a continuation of Fellowship of the Ring, and that's a sequel. Attack of the Clones is a continuation of Phantom Menace, and that's a sequel too. If you're continuing a story: guess what? It's a flippin' sequel! That's like saying "It's not ice, it's frozen water." Same thing, different wording.

He doesn't want to call it a sequel because nobody likes sequels (or remakes, and etc) anymore. There's a recent JT article about this. But it's a sequel alright, just without Will Smith. They can't afford him. You already know this movie will be bad.

The definition of sequel, from Dictionary.com: "a literary work, movie, etc., that is complete in itself but continues the narrative of a preceding work."

Or maybe this is an opportunity to coin a new word, a "B-quel." This is a sequel that shows less originality than the original, and is missing one of the main actors.

“Independence Day: Resurgence” hits cinemas worldwide from June 22 and opens in Japan on July 8.

Should release it on 4th of July across the world.
