Question: He had this procedure done in the U.S. He is a citizen of the U.K., not the U.S., but he chose to have this done in the U.S. Why is that? Doesn't the U.K. have better health care?

It's alright that their tour is delayed. I first saw them at the beginning of a tour in late September. If the Stones roll across America that late in the year they'll STILL sell out more dates and make more moolah than anybody else in 2019.
Get well Mick. Recover and recuperate and then get ready to roll. America awaits you!

Citizenship doesn't necessarily mean where one resides. A lot of British celebrities live in the US. Plus Mick had an upcoming US tour, so he may already be in the US for that - and travel back to the UK may make his condition worse, when an US alternative may suffice.
But the better question is not which has the better healthcare - any country has the best healthcare.............. to those who can afford it. The better question is how many can afford it. Having the best healthcare that millions of people cannot afford is useless to millions of people.

Im guessing like most stars that can afford it, he knew some of the best physicians, treatments are in the US, one thing about the rich and this is a fact from my own experience, when you have money and you are sick, you want the best healthcare and it doesn’t matter where you live, you can and have the mobility to choose where you want to go and Jagger could have gone anywhere, but he knew the US was the best choice after research and careful consideration.
There are for sure, but when it comes to heart, liver, brain surgery’s, you don’t want to mess around, if you can afford it, you want the absolute best.

But he wasn’t, it doesn’t matter the reason or hypotheticals, he wasn’t. He needed it, he wanted the best, he has the money and he got it, that’s really the final result and he’s doing fine now, so great for him.

But I can.
As I have said before, I can relate to what Jagger is going through, I’ll leave it at that, but when you have money, you can be mobile and you can get the best care-period and I’m fortunate I have access to better care, it just gives you a peace of mind.
