Not entirely. As usual, your freedom stops where the freedom of others start. You can do whatever with the part of your story about yourself only. But when you talk about other persons, you are limited by the person's rights (to privacy, to not be defamed...). There are other limitations that make it illegal to praise crime or to encourage hatred. Then laws vary depending on countries but in some places the publisher (of a book or as internet support) can be held legally responsible for allowing content that crosses the line.
Certainly. If at the limit the Dylan case can remain unclear (for the public that did not take part in the investigation) , there are no doubts of his previous abuse of the current Mrs Allen while she was underage and part of his household while he was the partner of Mia Farrow.
And the rethoric is the same as for Roman Polanski. For both, one case is established (Samantha for Polanski, Soon-Yi for Allen...), ... and the others harder to prove. But their fan-clubs will say "Hey, that's not 100% unproven. So let's keep the presumption of innocence...". There is only presumption that the guys would be one shot abusers rather than serial abusers.
French based Hachette-Lagardère is taking it seriously... now. In the past, they couldn't care less. In recent months in France, people have revolted against the decades when main publishing houses allowed notorious pedophiles to write and sell whatever crap they wished as long as they were famous (Matzneff . and co...). The industry is in the process of pulling all the pro-pedo books from shelves. So bad timing to add Allen's...

He's perfectly entitled to put it up on a website or something. He doesn't have a right to a book deal.
