I actually know somebody who was abandoned in her native SK and was adapted in the US. And I remember an episode featuring this theme on an episode of MAS*H.

…“Broker” isn’t interested in definitive answers or moralizing…

And this is one of the issues with films. When there are definitive answers and clear objective morals evident, filmmakers push the message of moral relativism. That there are no right or wrong answers to moral questions.

The emperor was always seen as evil and couldn't just be a guy who was trying to do the right thing, ends justify the means...same with the henchmen and DV.
