I think it's a clever play on word for "wuthering" as in Wuthering Heights the novel by Emily Bronte.

For info, wuthering is an adjective Northern English dialect. (of a wind) blowing strongly with a roaring sound. (of a place) characterized by such a sound.

@ben, Northern English dialect. (of a wind) blowing strongly. I didn't know that, that's my useful snippet of information today. The other day there was something on the radio and they were talking about the highest grossing films of all time, but no Japanese anime films were not listed. how strange? if these films grossed as nearly as much as Titanic, they should have been listed.

But as a translation of the title without any context, I'd go with Child of the Weather maybe.
