Its not a "push against environmental justice initiatives"
Its a push against wastage and pink elephant projects. To cite that it is a push against "environ .. initiatives", you would need to back that up with something specific.

This is an environmental justice initiative that was axed because of the push, so it is perfectly valid to describe it this way.
The article makes a very good point in justifying the project and the benefits obtained from it, just because is something you personally don't benefit from that does not make something wastage or a pink elephant, that is just you trying to impose a personal opinion as if it were a fact. Specially when you don't even argue (much less present any evidence) of waste.
