In India there are official reports and then there is the actual story behind those reports.

There is no coal shortage regardless of what all the news reports say. The power crisis is more of a power tussle between the central government and states which have not paid their dues to Coal India Limited. The state run distribution companies (which buy power and coal from centre owned power generator company NTPC and coal mining company CIL) are running in huge losses because of mismanagement, power thefts and non-paying consumers. Power cuts are happening more in areas served by state run distribution companies where non-payment of power bills has been high but tolerated earlier due to political vote bank reasons. The powers-that-be are not stating it openly that non-paying consumers should now pay their past dues because of the same political vote bank reasons.
