If it has personhood when he/she/they (not sure what pronoun to use) murders (drowns) a person how will he/she/they owe his/her/their responsibility? will police need to arrest the river or those caring for it? or will it revert back to being just a river in these situations?

You cannot have a minority entity dictating to a majority entity.

The minister for the Treaty of Waitangi negotiations said the river will have its own legal identity with all the rights, duties and liabilities of a legal person.

So I guess a prosecutor will have to prove that the river committed a deliberate act (or failed to act?), with malice aforethought. I imagine, although I don't know, that the river would be represented by its iwi.

One Maori legend maintains that it was carved into the earth when one mountain, Taranaki, fled from battle with another, Tongariro, over a third, Ruapehu, so I guess its gender neutral.

(Apologies if I have that wrong.)
