They should. It's all to all of us, every nation to save our planet.

Governments will ignore any judgements that would impact upon their economies and citizens to such an extent that it would lead to them being voted out. Not least because that would progressively shift power to extreme, populist regimes. Some EU countries have had a taste of that already. Activism doesn't win by being loud, justified or organised. It has to have substantial public support.

I can think of a couple of countries that don't care what the ICJ thinks.

So, just another brick in the wall of unelected globalists trying to usurp national sovereignty using a grossly exaggerated issue as the tool.

The way to tackle the calamitous climate crisis is not through a court hearing that will start in December. What should be done is starting to construct solar energy installations, and starting to move the transportation from petroleum to electricity. This should be done by citizens with entrepreneurial spirit, with the support of governments. Immediately.

a grossly exaggerated issue

But what if it's not? What if it is really real? And what if politicians on short-term election cycles refuse to look long term? We can't expect business, also unelected but heavily influencing politicians, to look long term either when it is about quarterly profit. Who will then be responsible for our long-term welfare? And just where does the certainty of anthropogenic climate change deniers come from? It's so irrational it must be emotional.

Got any links to any respected organizations of scientists saying that climate change isn't human controlled, or just more fake-news links by people who want to look like they know what they're talking about?

top study carbon emissions cannot cause global warming

The study says as follows:

"The presented material shows that despite the fact that the majority of publications attempt to depict a catastrophic future for our planet due to the anthropogenic increase in CO2 and its impact on Earth's climate, the shown facts raise serious doubts about this influence. Without delving into the accuracy of the utilized models, we should closely examine the possibilities of gathering reliable input data for these models. These data are directly related to the distribution of temperature on Earth's surface and in the atmosphere, the distribution of water vapor concentration in the atmosphere, the distribution of wind speed and direction, and the distribution of aerosols and particles in the atmosphere (clouds, aerosols above fluctuating oceans). It is obvious that simultaneous measurements of these variables across the entire globe are not feasible"

And further:

"This unequivocally suggests that the officially presented impact of anthropogenic CO2 increase on Earth's climate is merely a hypothesis rather than a substantiated fact. Resolving these dilemmas requires further experimental work to verify the results of theoretical studies at every possible stage. To answer the question of whether the additionally emitted CO2 in the atmosphere is indeed a greenhouse gas, it would be necessary, among other things, to conduct additional research for a radiation source with a temperature similar to Earth's surface temperature and measure the absorption of thermal radiation in a mixture of CO2 and air at different temperatures and pressures, as is the case in Earth's atmosphere at various altitudes."

Ludicrous!

anthropogenic CO2 increase on Earth's climate is merely a hypothesis rather than a substantiated fact

But how does anyone turn doubt into certainty? Climate scientists' uncertainty is part of the modelling but deniers think uncertainty means hoax. It is motivated reasoning. There is a huge emotional input to their beliefs which it would be interesting to know about.

deniers think uncertainty means hoax

There is no uncertainty. The fact that CO2 causes a greenhouse effect is as certain as the fact that the Earth is a ball and not a flat disk, and as the fact that 2+2=4. Even though "top level peer reviewed scientific articles" have been published which claim that 2+2=4 is not certain, and is just an unproven hypothesis.
