Johnson & Johnson will contribute $5 billion to the settlement. AmerisourceBergen, Cardinal Health, and McKesson will pay a combined $21 billion.

Fentanyl is some pretty gnarly stuff. It's so easy to OD on.
I have two friends, with different families, whose teenage kids were on the brink of death from accidental overdoses.
One had no idea there was any fentanyl at all in the meth she was taking.
The other kid was purposely taking fentanyl but the potency was so much higher than the one he usually took.

For cripes sake who thought that was an ethical thing to do? These should be legal and free in every state in the union.
Anyone that objects clearly wants to see more overdoses which Republicans keep wringing their hands over.

They should be also handing out Naloxone a life-saving medication that can reverse an overdose from opioids—including heroin, fentanyl, and prescription opioid medications—when given in time. Naloxone is easy to use and small to carry.

The US has lost control of the opioid abuse and addictions created by Big Pharma and now the mostly-made Chinese fentanyl that is killing thousands.

The article explains without problem the sense and logic of the measure and how it can prevent people dying from an overdose. You make no argument against the explanation provided.
That would be incorrect, there are many different measures that can prevent deaths, some are simply much easier to implement and give much faster results. Pretending something that has been impossible to achieve for decades is the only way to stop these deaths is not helpful.

That’s not making sense and is completely bare of any logic. You can’t combat surging opioid deaths with fentanyl test strips. You can only combat opioid deaths with stopping the production and combatting the producers and dealers of all those opioids.
