Saw a very recent similar post here. Attributing the HIV decline on reduced stigma so people come forward far more early for treatment. Earlier treated earlier controlled. or 'cos the potential sickies are more aware of the lifestyle 'issues'.

Unfortunately in the US this trend may reverse in the near future, the current pick for Health and Human Services secretary is a well known HIV-denialist that will likely clamp down in the safe and effective treatments that are behind this reduction of cases and deaths. After all he believes the treatments are the ones that cause AIDS instead of the HIV.
