What Guam needs more than a medical marijuana program is a better VA medical facility. What is there now falls far short of the needs of veterans from the last two wars alone.

In the United States the medical marijuana laws is only valid at the state level and marijuana is still illegal according to the United States federal law, even when used for medicinal purposes. Therefore rights and protection offered in one state also do not extend to other states. Hence those states that do permit use of the drug have varying medical marijuana laws. So these commonly dictate who can consume the drug, who can sell, and how possession is to be enforced. Unfortunately in Guam the qualifying medical conditions is too restrictive relative to other states and the idea of having marijuana tourism could become a lucrative business since medical marijuana is illegal in some countries.

Licensing in the United States is handled and regulated very strictly. Just recently, the American state, Massachusetts, has decided to go forward on opening up medical marijuana dispensaries. I've just recently written an article on this very subject, for those who are interested.
