No, that it could be dangerous if untested, and not implying it, he is saying it clearly and directly.

To be more clear, current plans call for testing in the same degree and scale than all previous vaccines or drugs, so it can be proved as safe and effective to realistic limits, even if it ends up only being available until next year.

An accelerated protocol pushed by a deeply anti-scientific authority would put the vaccine in the market much sooner, but without an adequate evaluation, which would mean higher risks. The testing are not just unnecessary red tape but a completely indispensable part of the process.

I have no doubt that Trump would push the FDA to unleash an untested virus on the population if there was a chance it would help him.

That makes no sense, an improperly accelerated approval process would make any vaccine come faster, including whatever one he would like best. You are confused between the order to deliver a vaccine, any vaccine, without proper testing and an order to deliver one specific version of a vaccine before others.

And the reason why hydroxycloroquine is not useful is terribly easy to understand, it does nothing to the disease and increase the risk of patients for other complications. Pushing for a completely ineffective medicien to be used even if not using anything is better is precisely trying to mix science (that says it does not work) with politics (that says it should be used anyway, even if it makes the patients worse).
