FDA panel endorses lower-dose Moderna COVID shot for booster

Given that Japan has gone 100% all-in with Pfizer for booster shots I fail to see why this is relevant news for JT.

It is a panel of OUTSIDE advisors urging the FDA to recommend the Moderna booster, after the FDA themselves had already determined a Moderna booster was not necessary.

That is mistaken, if you read the article the recommendation is not for the general population (which at this point do not seem to require any boosters) but only for some limited groups, for which there is evidence of a need of an extra dose.

The "outside advisors" do not overrule the FDA since it clearly says the recommendations are not binding (so they can be ignored) and their opinion is not just given out of the blue but actually is the FDA the one that ask them for it. Your supposition about who make the panel is also completely wrong and a few seconds in google could have give you all the information with ease.

Who exactly are these "outside advisors" who have more expertise and influence to overrule the FDA?

Most likely a panel from those who stand to earn billions from boosting vaccine levels in the already vaccinated.

Governments of developed countries that have enough vaccine doses to consider indiscriminate boosters for all the population would benefit much more by sending those vaccines to poor countries where vaccination is still delayed.

Booster for an already vaccinated general population is not justified now scientifically, because brings very limited benefits, but vaccinating people on poor countries where the pandemic can still run rampant decreases the risk of appearance of new variants that could become resistant to immunity from previous infections and vaccinations. One of those variants spreading everywhere could mean a new wave of reinfections, severe disease and deaths on people that are currently considered immune.
