The whole shabang was always about fear and money so far the people running the show have controlled everything perfectly.

What has become apparent is the world needs a new WHO that actually has a mandate to manage these things rather than the politicians. It will never happen though!

That implies all countries must join, or nearly all. Once Russia and China join and/or have the power of veto, it'll be same situation like now. They always need to be in the opposition against anyone else.
