To a certain point this was expected, covid became the priority, so many other public health interventions would suffer, specially those where the benefits are so frequently taken for granted as the vaccination programs.
The important part is to recognize this problem and correct it now that the pandemic is coming under control, the whole globe benefits from preventing measles outbreaks no matter where they appear because it represents a very real risk of spreading uncontrollably.
And no, people like to present their personal bias against scientific institutions and pretend this represents a failure of the WHO, in reality no expert have expressed this, only nameless people of the internet. Public health professionals understand the pandemic required resources that do not appear magically just because they were needed, and sacrifices had to be made.

This is the false misrepresentation I wrote about, pretending the necessary resources to make the pandemic have no negative consequences is not an argument against the WHO, is just wishful thinking.
The outbreak in Samoa are the direct product of antivaxxer propaganda that mislead the population into a completely invalid distrust for the vaccines that could have prevented the outbreak, both in measles and in covid the best strategy to avoid having public health problems is to vaccinate, something you have commented against. Are you recognizing that the WHO is right and vaccine hesitancy was a wrong stance to take? because that is precisely the lesson Samoa gives.

Let's look at some facts:
Since 2016, ten countries that had previously eliminated measles experienced outbreaks and reestablished transmission.
Can't blame Covid for what happened between 2016 and 2020. Well, you could.
Samoa is just one example of where the WHO agency dropped the ball.

None of your references make any argument about the feasibility of predicting nor preventing the outbreaks, that is still your own personal claim. It is as valid as saying that the CDC failed as an institution because they happened.
Can you bring any reference where the outbreaks are qualified as unjustified lack of action from the WHO? else it is still magical thinking and fantasy based expectations of everything to be done perfectly with infinite resources.
No, it is not. It is an example of what vaccine hesitancy being promoted by antivaxxer propaganda can do even when national and international health authorities do to avoid it. To recognize it was a problem worth avoiding you are also recognizing this biased stance is invalid and should be avoided, with antivaxxer disinformation worth censoring to avoid a repetition.
The source you bring is precisely part of the efforts of the WHO to deal with the unavoidable consequences of covid becoming a global priority above preventable diseases. By recognizing this as a valid, trustable source of information you are also recognizing the work the WHO is doing and the opinions in the article. And more importantly you are recognizing the necessity to use vaccines as widely and completely as possible, because they are the best medical intervention against the disease they help preventing.

That is not a reference, is an excuse when you have been unable to find any.
The argument is not that the WHO is infallible, but that blaming every single health problem of the world on the WHO is plainly irrational. Since you commented again without bringing any reference that says the response against measles was a failure from the WHO this means you have abandoned that claim.
This is part of what is in your own reference, and echoed in many other analysis done on the situation, why bring something only to contradict your own sources later? does that mean that you are recognizing that you have no trustable sources so you bring flawed, false information? because that would still means you contradict yourself.
Since this is a WHO panel report at least now you have contradicted yourself and now recognize it as the global authority it is and a representative of the experts opinion.
The reference you bring points as the only failure from the WHO the timing of the international emergency a whole week. The rest is a criticism of the imposition made by countries for the WHO to only restrict travel as a last resort (product of the pressures from the H1N1 pandemic of 2009), the countries individual response instead of listening to the WHO and react in a global scale and makes an argument to increase the power of the WHO to held countries responsible and put forward surveillance systems even without cooperation of the countries where those systems are put in order.
If you consider this reference valid it means you recognize that the WHO "failures" can only be corrected by giving them more power above the individual countries as this is the main conclusion made.
