Same was said for surgeries, hormone replacement, vaccines, etc. That has not stopped medical science from improving the lives and health of a huge lot of people. It is good that ethical committees are not just collections of people with irrational fears.

Not hard to believe that crispr isn't already being used secretly, all over the world.

It is credible only at national level conspiracies on autocratic or despotic governments, but doing it requires quite a lot of people to be involved (from both the hospitals with the patients and the research institutes where the development is done) It is even more complicated since the work usually requires some degree of international cooperation. A few rogue scientist may fool some of their colleages and control organisms some of the time, but to actually hide the work it necessary for everybody involved (from technicians to directors) to be on the secret, so maybe 3-4 places in the world may be doing it in secret.
