The marginal propensity to consume is based on cognitive abilities to overcome such physical disabilities thus much lacking in the American society in general so the government should step in to help.

Shameful that the US state has abandoned some of its most vulnerable citizens. I doubt that the picture is different in most other OECD nations.

Taking care of every single person within a nation's borders is the responsibility of that nation's state, and the sacred duty of those elected to office. I agree with Kyaku, and passionately believe that the government must do for people what people cannot do for themselves.

Regrettably, this has become an unfashionable view over the last few decades among the political classes. But I still believe that a better world is possible. More than possible — necessary.
