I generally agree with the article's contents, but I'm not sure "modernization" is the most suitable description of his reign. The humbleness he displays is not a particularly modern concept.

Hm. Economically, 1989 to now marked the burst of the Japanese post war miracle, followed with nearly three decades of stagnation.

Well, the justice system has no modernised that much! Maybe it went even backwards actually.
He may have done PR deep remorses abroad but could not change the mindset his "subjects" about the grandness of Japan.
