No culling of animals again in Kanagawa in 2016

The number of dogs and cats that had to be culled at the Kanagawa Prefectural Animal Protection Center in FY2016 was zero. That number has remained at zero for four years since FY2013 for dogs, and three years since FY2014 for cats.

Going a step further, the Kanagawa Prefectural Government plans to build a new animal protection center, changing the facility from one that culls animals to one that saves them.

The existing Animal Protection Center is over 40 years old. Dogs are brought in and put in a dark basement, where they must wait until they find a new foster family. To improve this situation, the new center will have a bright, hygienic room and space for dogs to run around happily in the sun. In addition, the new center will be a convenient and comfortable facility for the volunteer staff, who have played the most important role in realizing zero culling for the past four years. Through these efforts, the centre aims to make a facility where more dogs and cats can be placed with a new family.

For construction of the new center, the prefectural government established the Kanagawa Animal Protection Center Construction Fund. The Kanagawa government hopes that its effort to establish the new facility as a pioneer of animal protection will lead to the further development of animal welfare circles.

This is fantastic news! Japan culls 500 cats and dogs every single day! This is just one center, but it's a step in the right direction.

So sudden, it sounds almost too good to be true!

Nandakandamanda is right, this is too good to be true.

The Kanagawa Prefectural Animal Protection Center is a municipal, gov't run center, which means by all accounts they should be open admission. That means that can't refuse anyone who wants to give up an animal. But they are. KPAPC refuses requests from the public. What that means is the person either dumps the unwanted animal on the street or takes it to one of these news 'businesses' that have sprung up with the 0処分 or 0 Culling campaigns that are all the rage. These hellholes are isolated abandoned buildings where for around ¥5000 some unscrupulous person will take your unwanted dog or cat and stick them in a cage till they expire. The animal may get sold to a laboratory or if it's a pure breed that's in fashion sold to a breeder. Instead of conducting aggressive spay/neuter campaigns which is the only viable solution to the problem, KPAPC simply turns people and animals away and hey what you know we've stopped the killing! They should be commended for their adoption activities but this alone is not enough. And turning people away who wish to relinquish animals is irresponsible and cruel. So this 0 Culling proclamation is just smoke and mirrors or a shell game. Shame on KPAPC.
