Vladivostok casino zone to woo Asian money

If Singapore can run a successful casino (they resisted the idea for a long time as too 'downmarket'), then why can't, say, Okinawa do this? I'm not a great fan of gambling , but it could be a useful part of a solution to help the Okinawan economy. (It would be interesting if any local people from there have an opinion about this...). I mean, which winter would you prefer?

They're both a similar distance from Beijing (OK, an extra hour from Beijing) but OKA is much closer to other countries in Asia...
